Indonesia needs significant additional infrastructure investment to sustain its economic growth. However, the COVID-19 pandemic has further limited the fiscal space of the government. This report proposes a new method to increase infrastructure investment based on the concept of value capture. The report studies how Indonesia's existing policies and regulations can be used to build a value capture framework that ensures the maximization of the social, economic, and environmental value of infrastructure investments. The framework focuses on strategies to deliver infrastructure projects that create greater value and, at the same time, generate funding for up-front investment.

Investment in infrastructure is critical to economic growth, quality of life, poverty reduction, access to education, good quality healthcare--i.e, a dynamic economy. Yet amid scarce public capital, heavily indebted governments and increased demands on government resources, infrastructure projects often suffer from investment shortfalls and inadequate maintenance. These challenges merit renewed efforts at finding additional sources of funding. We live in an inter-connected world. In the era of Industry 4.0, technology is getting embedded more and more in the way ‘we learn, live, work, and play’. This progression is accelerating at a pace never seen before. Interdisciplinary and collaborative research across disciplines within the Technology domain and Management domain, and across the Technology-Management interface is opening up exciting new possibilities for solving problems whose solutions are beyond the scope of a single discipline, domain or practice, and helping to create a brave new world. The goal of this conference was to bring together scholars, researchers, consultants, and practitioners to share their interdisciplinary research and consultative work in Technology and Management. Selected papers were then peer-reviewed and authors were invited to present their work in the conference.

This report presents the policy recommendations resulting from the National Dialogue on Water in Indonesia, which took place between June 2022 and March 2023. Getting water resources management right, underpinned with appropriate financing mechanisms, is a prerequisite for realising Indonesia’s ambitious national economic growth agenda to become one of the top five global economies by 2045. The Dialogue, therefore, centred around two priority areas: 1) financing water infrastructure and 2) non-structural measures for flood disaster risk reduction. The report explores several instruments to enhance the financing of water services in Indonesia, such as the advantages and disadvantages of uniform water tariffs, independent economic regulation, pollution charges and demand management instruments. The report recommends the utilisation of land value capture as an additional source of financing. It also explores how water information systems for disaster response, flood forecasting and early warning can reduce flood disaster risk. The National Dialogue on Water in Indonesia is part of a regional initiative with the Ministry of Environment of the Republic of Korea, the Asia Water Council and the OECD.

Spatial Planning, Land Use Planning, Land Management Instruments, Urban Land Management, Urban Planning, Cadastral Development, Sustainable Mobility Transition, Public Value Capture, Geoinformatics This new volume of European Academy of Land Use and Development (EALD) contains broad view and interdisciplinary peer reviewed articles that inform the reader of most recent scientific investigations in Land Management. The spectrum of contributions cover: regulations, governance and implementation of land management along with assessment of relevant data.
