It provides an overview of the population trends in different Asian countries and looks at policy settings in several sending and destination countries of labor migrants. It examines different approaches to effective labor migration management, including the imposition and regulation of fees and costs, and reviews the relevant policies in Asia and the Pacific. The report also looks forward to new approaches, examining the concept of skills mobility partnerships and how existing migration channels in Asia could be innovated using this concept.The chapters reflect the discussions that took place at the “Ninth Roundtable on Labor Migration in Asia: Innovative Approaches for the Effective Management of Labor Migration in Asia,” held in Tokyo in February 2019. The event, co-organized by the Asian Development Bank Institute, the Organisation for Economic Co-operation and Development, and the International Labour Organization, brought together regional experts and policy makers.The report provides the most up-to-date comparative statistics on labor migration flows in and from Asia. The introductory chapter reviews the recent regional trends and newly available data on the changes in the stock of Asian migrants, while two statistical annexes offer detailed country fact sheets and coverage of intra-Asia and cross-regional migration flows.

The movement of people in Southeast Asia is an issue of increasing importance. Countries of the Association of Southeast Asian Nations (ASEAN) are now the origin of 8 percent of the world's migrants. These countries host only 4 percent of the world's migrants but intra-regional migration has turned Malaysia, Singapore, and Thailand into regional migration hubs that are home to 6.5 million ASEAN migrants. However, significant international and domestic labor mobility costs limit the ability of workers to change firms, sectors, and geographies in ASEAN. This report takes an innovative approach to estimate the costs for workers to migrate internationally. Singapore and Malaysia have the lowest international labor mobility costs in ASEAN while workers migrating to Myanmar and Vietnam have the highest costs. Singapore and Malaysia's more developed migration systems are a key reason for their lower labor mobility costs. How easily workers can move to take advantage of new opportunities is important in determining how they fare under the increased economic integration planned for ASEAN. To study this question, the report simulates how worker welfare is affected by enhanced trade integration under different scenarios of labor mobility costs. Region-wide, worker welfare would be 14 percent higher if barriers to mobility were reduced for skilled workers, and an additional 29 percent if barriers to mobility were lowered for all workers. Weaknesses in migration systems increase international labor mobility costs, but policy reforms can help. Destination countries should work toward systems that are responsive to economic needs and consistent with domestic policies. Sending countries should balance protections for migrant workers with the needs of economic development.

This book explores the politics of gendered labor migration in Southeast Asia through the stories and perspectives of Indonesian and Filipina women presented in films, fiction, and performance to show how the emotionality of these texts contribute to the emergence and vitality of women's social movements in Southeast Asia. By placing literary and filmic narratives of Filipina and Indonesian domestic workers in Hong Kong and Singapore within existing conversations concerning migration policies, the book offers an innovative approach towards examining contemporary issues of Asian migration. Furthermore, through rich ethnographic accounts, the book unpacks themes of belonging and displacement, shame and desire, victimhood and resistance, sacrifice, and grief to show that the stories of Filipina and Indonesian migrant women don't just depict their everyday lives and practices but also reveal how they mediate and make sense of the fraught politics of gendered labor diaspora and globalization. Contributing to the "affective turn" of feminist and transnational scholarship, the book draws insight from the importance and centrality of affect, emotions, and feelings in shaping discourses on women's subjectivity, labor, and mobility. In addition, the book demonstrates the issues of vulnerability and agency inherent in debates on social exclusion, human rights, development, and nation-building in Southeast Asia. Offering an innovative and multidisciplinary approach to analyses of Asian migration, this book will be of interest to academics in the fields of Asian Studies, literary and cultural studies, film studies, gender and women's studies, and migration studies.

One of the primary objectives of the ASEAN Economic Community (AEC), established in 2015, was to boost skilled labor mobility within the region. This insightful book takes stock of the existing trends and patterns of skilled labor migration in the ASEAN. It endeavors to identify the likely winners and losers from the free movement of natural persons within the region through counterfactual policy simulations. Finally, it discusses existing issues and obstacles through case studies, as well as other sectoral examples.

This book examines international migration, security and border-management strategies in Asia, in the face of intensified transnational economic and social processes and the expanding governmental regime. It argues that state policy to migrants is increasingly shaped by, and responds to challenges such as border security, international agreements, and new norms of global governnace developed by NGOs and other international advocacy organizations. This volume will contribute to important debates about globalization, international migration and issues of cross-border movements, and inform debates on issues of security, governance and population movements in the Asia-Pacific region.
