This book uniquely applies the Schumpeterian innovation policy perspective to the countries of Central and Eastern Europe (CEE). A broadly defined framework of the science, technology, innovation and growth system underpins the empirical and conceptual analysis of the critical issues including demand, FDI, finance and education. Specifically, the expert contributors address the (in)capacity of CEE to play a more significant role in the knowledge-based competitiveness of the EU. They question whether it is possible to bolster this capacity with innovationtechnology- industry-specific policies, and discuss the changes required at EU and individual country levels to remove sector- and industry-specific obstacles to greater competitiveness based on innovation. Policies are analysed from the perspective of growth, and the conclusions drawn are relevant to education, the labour market and competition policy. This highly original, explicit and systematic study will prove an illuminating read for academics, researchers, students and policy makers focusing on a range of areas including economics, heterodox economics, European studies, technology and innovation.

This title was first published in 2003.During the 1990s research and technological development policies moved from a 'problem-solving' approach towards a wider one focusing on the systemic nature of the innovation process. This change can be featured as the transition from a technology policy towards an innovation policy. 'Innovation Policies in Europe and the US: The New Agenda' provides a comparative analysis of eleven highly industrialized countries’ innovation policies in the 1990s, and addresses the nature, dynamics, causes and effects of this transition. By combining the analytical skills of sociologists, economists and political scientists the book sets up a novel framework for studying the evolution of this particular policy area by examining institutional change from a broader perspective.

Innovation studies and partnering/collaborative alliances are rapidly growing areas of interest. Originally combining the two areas, this book examines the role of business partnering as a pathway to innovation for small and medium enterprises – SMEs. This text outlines global and regional trends, focusing in particular on the role of Poland and Eastern Europe as an emerging region for new innovative ideas, how innovation is promoted in the United States, and how it is facilitated in Japan. It assesses the reasons why American SMEs are significantly ahead of their European counterparts in the fields of research and development investment and innovation, and demonstrates how business partnering can assist in increasing research and development investment, profit, finding new suppliers and aiding growth. In addition, the book shows how business partners can cut the costs of doing research for innovation and analyzes the threat that poorly constructed and over-burdensome regulation and bureaucracy pose to innovation. This book is a timely contribution to the literature on both innovation and business partnering in Japan, Europe and the United States.

This book analyses different aspects of science and technology policy in South East Europe (SEE). Some of these countries, particularly the ones facing political and economic crises, are still not integrated into the international community. Furthermore, their scientific communities have not been able to seize the opportunities offered to them on the international level. This has often been the consequence of the fact that R&D is not supported by efficient science policies. In addition, many of the SEE countries have not been able to develop modern management approaches in science. As a result, national scientific communities often do not have the support and information that they need to become integral and active players in the international arena. Without modern management strategies, these countries will not be able to use all of their intellectual and other resources, which are an essential part of economic development. This volume provides a comprehensive overview of S&T policies in SEE countries for the first time and brings these countries into comparative perspective with Central European and other EU countries. In addition, the volume contains analysis of several important science policy issues (human resource management, management of quality and finance, peer review and networking); in this respect, the volume will be of interest to a wider audience interested in S&T policy-making in general.

Science and technology in the former socialist Central and East European countries underwent a period of transformation in the last decade of the 20th century. With respect to the past, this represents the restructuring of the old system; with respect to the 21st century, however, it was the turbulent starting phase in the transition to new national innovation systems. Based on the authors' many years of research in this area the book analyses these processes in detail for 14 countries, reveals common features and differences in the transitional phase and inferres the prospects for the development of science and technology in Eastern Europe in the framework of EU enlargement.
