This book presents the proceedings of the 1st International Congress on Innovation and Research – A Driving Force for Socio-Econo-Technological Development (CI3 2020). CI3 was held on June 18–19, 2020. It was organized by the Instituto Tecnológico Superior Rumiñahui and GDEON, in co-organization with Higher Institutes: Libertad, Bolivariano, Vida Nueva, Espíritu Santo, Sudamericano Loja, Central Técnico and sponsored by the Universidad Nacional Mayor de San Marcos (Perú), the Federal University of Goiás (Brazil) and HOSTOS—Community University of New York (USA). CI3 aims to promote the development of research activities in Higher Education Institutions and the relationship between the productive and scientific sector of Ecuador, supporting the fulfilment of the National Development Plan “Toda una vida 2017-2021”.

Innovation is a major driving force of long-term economic growth and sustainable development. Direction of innovation matters because technical change is not neutral and hence bears significant social, economic and environmental development implications. This paper contributes to the literature through a systematic examination of the direction of innovation in developing and emerging economies and its driving forces. It shows that innovation in the global South exhibits a vibrant and diverse landscape when we do not confine ourselves with traditional research and innovation indicators. While emerging economies are accelerating their pace in inventive activities in fields such as ICTs, biotech and engineering, low-income countries (LICs) are also found to be active in learning-based, incremental “under-the-radar innovations” (URIs). These URIs that are introduced through international technology transfer and indigenous innovative efforts. Indigenous sources of URIs play a primary role in LICs, contributed by localised learning-by-doing, close interaction with customers and embeddedness in regional production networks and clusters. However, insufficient role of the state, a low science and technology intensity and a lack of university-industry linkage limit the potential of URIs. International technology transfer is another important driver of technical change in developing countries. However, its strengthen varies across countries due to differences in host country policy, absorptive capacity, and the type of foreign economic engagement that they have as well as the inappropriateness of transferred foreign technologies mostly from Global North. Given the status of direction of innovation and its driving forces in developing countries, this report argues that the unfolding 4th industrial revolution poses both challenges and opportunities to LICs. Policy implications are discussed.

Innovation is the driving force behind economic growth. The knowledge that f- ters innovation builds on both systematic research and serendipity. The availability of new knowledge—be it technological or organizational (social)—is, however, - suf?cient. An institutional structure must be in place that enhances mutual learning among the actors involved and that stimulates cooperation, as well as competition. This recognition has inspired this volume, which focuses on national innovation s- tems and sectoral (technology) innovation systems that differ widely between co- tries, due to their diverse historical paths and distinctive cultural and societal f- tures. With regard to theory, most chapters incorporate a mix of endogenous growth theory and evolutionary thinking. Endogenous growth theory places an emphasis on the interplay between technological knowledge and various structural charact- istics of the economy and society, as well as on the results of economic growth. Concepts related to technology development, accumulation of knowledge on te- nology, and technology diffusion feature prominently here. In evolutionary thi- ing, and in particular coevolutionary thinking, the focus is on close links between technology and institutions, whereby the functionality of technology is in?uenced by certain dynamic interactions with institutional systems. Information technology turns out to be a clear example of such a development.

Technological innovation – combined with scientific research – has always constituted a driving force of transformation in our societies. At the same time, it is no longer simply possible to transfer technologies from the North to the South; it is also essential to consider technical innovations that are adapted to the social, environmental, cultural and economic conditions of receiving countries, and which can be appropriated by their potential users and as such prove to be real technologies for fostering development. The first International Scientific Conference on the topic organized by the UNESCO Chair Technologies for Development at the Ecole Polytechnique Fédérale de Lausanne in 2010 focused on its four priority sectors: Technologies for Sustainable Development of Habitat and Cities, ICTs for the Environment, Science and Technology for Disaster Risk Reduction, and Technologies for the Production of Sustainable Energy. This volume reflects the main outcomes of the conference and provides some significant orientation and success criteria for the effective implementation and use of innovative technologies, their aims, their particular applications in the context of developing countries, their accessibility for users, and their appropriation by producers and stakeholders in the field of development both in the North and South, thus ensuring their sustainability. This kind of scientific cooperation also highlights the added values for northern researchers in sharing their knowledge and know-how, leading to a real win-win partnership. The authors gathered within this book include representatives from academic and research institutions and other organizations from diverse countries and offer a significant synergy of competences, approaches and disciplines.
