Nas últimas décadas, os países em desenvolvimento ricos em recursos têm utilizado os seus recursos naturais como garantia colateral para ter acesso a fontes de financiamento para o investimento, contrabalançando assim as barreiras com que se deparam no acesso a empréstimos bancários convencionais e a mercados de capital. Um dos modelos de financiamento que surgiu desta situação foi o modelo de Infraestruturas Financiadas por Recursos (RFI), uma adaptação dos anteriores modelos de empréstimos garantidos pelo petróleo promovidos por vários bancos ocidentais em à?frica. Num acordo de RFI, o empréstimo para a construção de uma infraestrutura é titularizado pelo valor actual líquido de um fluxo de receitas futuras provenientes da extracção de petróleo ou de minerais. O modelo tem sido aplicado em vários países africanos, num valor contratual cumulativo de cerca de USD 30 000 milhões, de acordo com fontes à disposição do público. Este relatório, composto de um estudo preparado pelos especialistas mundiais em financiamento de projectos Hunton and Williams LLP e de comentários de seis economistas e formuladores de políticas de renome internacional, apresenta uma discussão analítica da contratação de infraestruturas financiada pelos recursos naturais (RFI) numa perspectiva de financiamento de projectos. O relatório visa servir de fórum para uma discussão aprofundada e de base para uma investigação adicional sobre o papel, riscos e potencial do modelo RFI sem qualquer intenção de apresentar um ponto de vista sustentado pelo Banco Mundial relativamente à contratação RFI. Foi motivado pela convicção de que, se os países quiserem continuar a procurar RFI ou a receber propostas não solicitadas de RFI, cabe à s autoridades públicas fazer a distinção entre bons e maus negócios, fazer um julgamento sobre compromissos inevitáveis e actuar em conformidade. O relatório visa oferecer uma base para desenvolver indicações sobre o modo como se podem fazer negócios RFI sujeitos ao mesmo grau de escrutínio público que qualquer outro instrumento, através do qual um governo de um país de rendimento baixo ou de rendimento médio-baixo possa procurar mobilizar financiamento ao desenvolvimento.

In recent decades there has been an exponential increase in large hydroelectric plants in Brazil, especially in the Amazon region. These large hydraulic structures impact the environment and the lives of people living in the places where they settle and require a special type of water governance. The dictatorial regime (1964-1985) created a "standard" for the construction of these great structures, through an institutional and legal framework, which benefited the Brazilian business elite but also, through the creation of a popular imagination, which shows itself lasting progress on the country's progress and development. The suspension of security, the fragility of institutional environmental structures, the disrespect for indigenous reserves, the lack of clarity about the concept of "affected population" and the non-payment of fair compensation were identified as one of the main challenges for a democratic water governance in the country. In the late 1970s, the Dam-Affected Movement (MAB) began its organization and is also studied in this research. The study is an important and insightful academic contribution to the understanding of the main bottlenecks of effective water governance in Brazil.

Eastern European, Caucasus and Central Asian (EECCA) countries are at an environmental crossroad. The current environmental situation is dire and challenges are mounting, but there are also new opportunities. EECCA countries need to set clear priorities and targets to guide both their own action programmes and multi-stakeholder partnerships. Knowledge transfer and institutional development are required to facilitate policy reform, and to tackle strategic and operational bottlenecks, including much needed investments in environmental infrastructure and modern technologies. This report explains the environmental challenges that these transition economies face, and assesses the financial tools and resources available to tackle them. The publication of this report is part of the OECD programme of work with non-member economies, in the context of the Task Force for the Implementation of the Environmental Action Plan for Central and Eastern Europe, the Caucasus and Central Asia (EAP Task Force). It is directly related to a series of projects on environmental finance in transition economies, which was initiated in 1993 and that has focused on EECCA since 1998.
