IA U Symposium Number 141 "Inertial Coordinate System on the Sky" was held in Leningrad, USSR from 17-21 October 1989. The symposium also commemorated the 150th anniversary of the founding of Pulkovo Observatory. The scientific program was presented in ten half-day sessions. Most sessions were held at the Pulkovskaya Hotel, but one session which highlighted Pulkovo's current programs was held at Pulkovo Observatory. The sessions were organized into general categories pertaining to the legacy of Pulkovo for inertial systems; current programs at Pulkovo Observatory; concepts, definitions and models; and the realization and comparision of reference frames. More than 140 scientific papers were presented, either orally or in poster form. Extensive use was made of electronic mail and computer-readable communications, and more than two-thirds of the authors made use of the opportunity to submit papers for formatting by the editors. The meeting was truly a symposium in the Greek sense of the word-a free-flowing exchange of ideas and opinions. The final two papers presented at the symposium by Wilkins and by Westerhout are presented at an eady stage in the published proceedings, in order to help focus the reader's attention on the concepts and problems explored in subsequent papers. A computer program is presented which is designed to determine the daily release window for sky target experiments. Factors considered in the program include: (1) target illumination by the sun at release time and during the tracking period; (2) look angle elevation above local horizon from each tracking station to the target; (3) solar depression angle from the local horizon of each tracking station during the experimental period after target release; (4) lunar depression angle from the local horizon of each tracking station during the experimental period after target release; and (5) total sky background brightness as seen from each tracking station while viewing the target. Program output is produced in both graphic and data form. Output data can be plotted for a single calendar month or year. The numerical values used to generate the plots are furnished to permit a more detailed review of the computed daily release windows.

In this review talk, I would like to report on the proper motion analysis, which has been recently carried out together with M. Soma and M. Yoshizawa: There has been a persistent demand in astronomy for accurate stellar positions and proper motions, which are represented by an inertial reference system constructed on the basis of a set of consistent astronomical constants. In the reference system the precessional constant plays a primary role. In a series of papers Fricke (1967a,b, 1977a,b) has deter mined the luni-solar precessional correction to Newcomb's value and the fictitious motion of the equinox, which have been adopted in the "IAU (1976) System of Astronomical Con stants". Based on the precessional correction and the equinoctial motion thus established, the fundamental reference system, the FK5 system (Fricke et al. 1988) for positions and proper motions, has been constructed. However, for several years geodetic VLBI (McCarthy & Luzum 1991) and LLR (Williams et at. 1991) observations have been suggesting an additional correction to the luni-solar precessional constant of the IAU (1976) System. That is, these observations indicate the precessional correction of 6. p ~ -0:'30/cent to the FK5 system. But, the observational period ofthe earth orientation is considered to be still insufficient to separate unambiguously the precessional change of the earth orientation from the nutation with the longest period of 18. 6 years.
