The evaluation of the Technical Cooperation Strategy, 2010-2015, was undertaken with a view to informing the preparation of the forthcoming Development Cooperation Strategy. Following consultations with constituents and senior ILO officials at the inception stage, it was determined that, in order to provide a useful analysis, the team of evaluators would need to evaluate the overall performance of ILO's technical cooperation (TC) in the context of its intended normative and development results.

The objective of the high-level evaluation (HLE) of the ILO's Decent Work Country Programmes (DWCPs), strategies and actions in the Caribbean (2010-2015), as expressed in the Terms of Reference (ToR) for the assignment, was to assess whether the ILO's DWCPs, strategies and actions are effectively serving as instruments through which to achieve the Decent Work Agenda (DWA), in order to extract lessons that would lead to: (i) improved country programme planning and implementation; (ii) improved organizational effectiveness; (iii) better accounting for results; (iv) strengthened synergies among the ILO's technical advice and technical cooperation (TC) activities; (v) application of lessons learned in future programmes and projects; and (vi) identification of approaches to better support the achievement of the areas of critical importance (ACIs) identified as priorities by the national tripartite constituents of these countries and other development partners.

The book analyses how international law addresses interactions between international organizations. In labour governance, these interactions are ubiquitous. They offer each organization an opportunity to promote its model of labour governance, yet simultaneously expose it to adverse influence from others. The book captures this ambivalence and examines the capacity of international law to mitigate it. Nearly half of trade agreements concluded in the past five years included either a labor chapter or labor provision that makes reference to international labor standards and ILO instruments. The evidence so far suggests that labor provisions have been an important tool for raising awareness and improving laws and legislations with respect to workers' rights, increasing stakeholder involvement in negotiation and implementation phases, and developing domestic institutions to better monitor and enforce labor standards. But challenges remain, particularly with respect to sustainability of impacts, coherence, and cooperative efforts. This new report, part of the Studies on Growth with Equity series, gives a full examination of the scope and effectiveness of these labor provisions.
