Every new undertaking, presents in its progress, unanticipated difficulties, which require time and perseverance for their removal; to those which necessarily attend a work of this description, others, resulting from the situation of the editor, have, in the present instance, been superadded. The history of his peculiar situation, would be altogether uninteresting to the public, whatever may have been its effects; and he only alludes to it, for the purpose of saying, that it has had an influence on his past labours, but that he feels confident his future pages, will more completely redeem the pledges given in his address, at the commencement of the work. In his progress, the editor has aimed to present scientific views, and at the same time to arrive at practical utility.
