The handbook is one of the outputs of the Asian Development Bank regional technical assistance on Improving Administrative Data Sources for the Monitoring of the Millennium Development Goals Indicators. It serves as a reference tool for data producers on improving administrative data sources for compiling the Millennium Development Goals and other indicators. Drawing from the experiences of the five case study countries included in the technical assistance, namely, Mongolia, Nepal, Palau, Sri Lanka, and Viet Nam, the handbook combines theoretical issues in using administrative data with the practical problems faced in their use and provides recommendations to help improve administrative data systems. It also provides information on alternative data sources for compiling the Millennium Development Goals and other indicators.

The "leave no one behind" principle espoused by the 2030 Agenda for Sustainable Development requires measures of progress for different segments of the population. This entails detailed disaggregated data to identify subgroups that might be falling behind, to ensure progress toward achieving the Sustainable Development Goals (SDGs). The Asian Development Bank and the Statistics Division of the United Nations Department of Economic and Social Affairs developed this practical guidebook with tools to collect, compile, analyze, and disseminate disaggregated data. It also provides materials on issues and experiences of countries regarding data disaggregation for the SDGs. This guidebook is for statisticians and analysts from planning and sector ministries involved in the production, analysis, and communication of disaggregated data.

This handbook provides guidance on the definitions, rationale, concepts and sources of the data for each of the indicators that are being used to monitor the Millennium Development Goals. It expands on an earlier exercise to provide the metadata for the socio-economicindicators that make up the United Nations Common Country Assessment Indicator Framework.Preparation of this handbook was directed by an Inter-Agency Working Group of the United Nations Development Group, including the World Bank, chaired by the United Nations Population Fund and co-chaired by the United Nations Statistics Division and the United Nations Development Programme.
