This study mirrors the perceptions and values that shape the discussion of such terms as harmonization, recognition, convergence and subsidiarity in the educational sphere. It provides insights into surprising similarities and important differences in the approaches of different Member States regarding the interpretation and implementation of EU education and training policies. This book analyses the transformation of European Education Policy from 1973 to 2020. In doing so, it offers a unique insight into the changes of European education from a predominantly national concern to a supranational policy framework, driven by an economic discourse concerning productivity and employability. The book shows that the idea of the “Europe of Knowledge” did not originate in the Lisbon Strategy of 2000, but rather was the result of a gradual development that started in the mid-1980s. This begun with the establishment of a specific problem definition of education as a solution for Europe’s lack of competitiveness, a definition that was incrementally constructed by the European Commission and the European business community. Highlighting significant and unexplored questions such as the role of European transnational business in education and the role of the “problem entrepreneur” in defining policy issues, this book will provide a comprehensive perspective on European Education Policy that will be of interest to all students of European Politics, Education Policy, and Public Policy.

The EU began as an economic community of six nations but has grown into 27 member states, sharing a signi?cant political, social and legal cohesion and serving almost 500 million citizens. It generates approximately 30% of the nominal gross world product. The EU is a remarkable achievement of trans-national co-operation, given the history (including recent history) of national, racial, ethnic and religious hatred and con?ict preceding its creation. Although, as the book recounts, the institutions of the EU grew directly out of those of the European Economic Community, created in 1957 [1.20], the genesis of the EU can be traced to the sufferings of the Second World War and to the disclosure of the barbarous atrocities of the Holocaust. This publication examines the development of European co-operation in education and vocational training policy, focusing on five key time phases: the post-war period from 1948 to 68; the founding years of the European Community during 1969 to 1984; the years 1985 to 1992 which saw the development of major programmes such as Erasmus and the progress towards enshrining education policy in the Maastricht Treaty; the emergence of the knowledge-based society and lifelong learning during 1993 to 1999; and the period 2000 to 2005 where education and training has been placed at the centre of the EU's economic and social strategy for 2010.

Are the educational systems in Europe becoming more similar or more different? This book deals with the issue of divergence and convergence in relation to systems, learning environments, and learners in vocational educational training (VET). 18 VET researchers from eight countries contribute to the examination of 'divergence and convergence' at three levels: At the national level this volume deals with the following questions: What are the consequences of the European policies that aim at converging the VET systems in Europe? What is the impact of globalization on the national systems? At the level of institutions the central issue concerns the relation between learning environments. What is the coherence between school-based education and learning in the work-place, and how can they connect? Finally at the third level of the learners and their identities the focus is on the role of vocational educational training in the formation of biographies and identities. The book thus covers the central issues on the agenda in relation to future vocational education.
