Fisheries management in the developing world is concerned largely with the problem of creating a commercial or industrial fishery sector. Fisheries development in India was initiated through a programme of planned technological change. The state of Kerala which is still the primary producer and exporter of marine fish from the country has been the focal point of this developmental strategy. Fisheries development in the state has not been studied in much detail in the past. This book born out of an earlier doctoral study is a vast treatise on the subject of technological change and economic development. It gives a blend of the economic theory of technological change and the process of fisheries development in the state of Kerala. This book provides comprehensive information on several dimensions of blue revolution in a structured form. Material provided in the book has been gathered from several relevant published sources and views expressed are based on practical field experience of the authors. Blue revolution would be one of the big game changers for the Indian economy. The subject of sustainable development of fisheries sector being very vast, concerted efforts have been made to accommodate all the relevant elements. The book aims to further the debate on the impacts of fisheries policies in the Indian Ocean Region in order to facilitate a new regional policy direction. A key argument of the volume is that ecologically sustainable and socially just development and management of Indian Ocean fisheries require a paradigm shift in the perceptions and policies of major stakeholders. A central policy challenge is to identify a collective regional interest for fisheries and accordingly the development of integrated management policies that link ecology and society and which incorporate individuals, communities, agencies, states and regimes into a holistic cooperative endeavour. Successful ocean governance therefore requires greater inter-state and inter-agency consultation and cooperation, an improvement in linking national initiatives to local action, increased participation of local government and local communities and the enhancement of local capability.
