In the absence of honest, professional civilian law-enforcement agencies, President Felipe Calderón assigned the military the lead role in his nation's version of the "War on Drugs" that he launched in 2006. While the armed forces have spearheaded the capture and/or death of several dozen cartel capos, the conflict has taken its toll on the organizations in terms of deaths, corruption, desertions, and charges by nongovernmental organizations (NGOs) of hundreds of human rights violations. The nation's Supreme Court has taken the first step in requiring that officers and enlistees accused of crimes against civilians stand trial in civil courts rather than hermetic military tribunals. Meanwhile, because of their discipline, training, and skill with firearms, security firms are snapping up men and women who have retired from active duty. The sharp expansion of the armed forces' duties has sparked the accusation that Mexico is being "militarized." Contributing to this assertion is the Defense Ministry's robust, expensive public relations campaign both to offset criticism of civilians killed in what the Pentagon would label "collateral damage" and to increase contacts between average citizens and military personnel, who often constituted a separate caste. The author examines the ever wider involvement of the armed forces in Mexican life by addressing the question: "Is Mexican society being 'militarized'?"If the answer is "yes," what will be the probable impact on relations between the United States and its southern neighbor?

Alongside other types of mass atrocities, genocide has received extensive scholarly, policy, and practitioner attention. Missing, however, is the contribution of economists to better understand and prevent such crimes. This edited collection by 41 accomplished scholars examines economic aspects of genocides, other mass atrocities, and their prevention. Chapters include numerous case studies (e.g., California's Yana people, Australia's Aborigines peoples, Stalin's killing of Ukrainians, Belarus, the Holocaust, Rwanda, DR Congo, Indonesia, Pakistan, Colombia, Mexico's drug wars, and the targeting of suspects during the Vietnam war), probing literature reviews, and completely novel work based on extraordinary country-specific datasets. Also included are chapters on the demographic, gendered, and economic class nature of genocide. Replete with research- and policy-relevant findings, new insights are derived from behavioral economics, law and economics, political economy, macroeconomic modeling, microeconomics, development economics, industrial organization, identity economics, and other fields. Analytical approaches include constrained optimization theory, game theory, and sophisticated statistical work in data-mining, econometrics, and forecasting. A foremost finding of the book concerns atrocity architects' purposeful, strategic use of violence, often manipulating nonrational proclivities among ordinary people to sway their participation in mass murder. Relatively understudied in the literature, the book also analyzes the options of victims before, during, and after mass violence. Further, the book shows how well-intended prevention efforts can backfire and increase violence, how wrong post-genocide design can entrench vested interests to reinforce exclusion of vulnerable peoples, and how businesses can become complicit in genocide. In addition to the necessity of healthy opportunities in employment, education, and key sectors in prevention work, the book shows why new genocide prevention laws and institutions must be based on reformulated incentives that consider insights from law and economics, behavioral economics, and collective action economics.

Juárez, Mexico, is known for violence. It began with the femicides of the 1990s, then continued with the cartel-related mayhem that made it one of the world’s most dangerous cities from 2006 to 2012. Along with the violence came a new lexicon that traveled from person to person, across rivers and borders—wherever it was needed to explain the horrors taking place. From personal interviews, media accounts, and conversations on the street, Julián Cardona and Alice Leora Briggs have collected the words and slang that make up the brutal language of Juárez, creating a glossary that serves as a linguistic portrait of the city and its violence. Organized alphabetically, the entries consist of Spanish and Spanglish, accompanied by short English definitions. Some also feature a longer narrative drawn from interviews—stories that put the terms in context and provide a personal counterpoint to media reports of the same events. Letters, and many of the entries, are supplemented with Briggs’s evocative illustrations, which are reminiscent of Hans Holbein’s famous Alphabet of Death. Together, the words, drawings, and descriptions in ABCedario de Juárez both document and interpret the everyday violence of this vital border city.
