This volume addresses the topic of circular migration with regard to its multiple dimensions and human, political and civil rights implications from a global perspective. It combines theoretical and empirical studies and presents different case studies illustrating circular migration patterns and policies in different world regions. Circular migration processes – understood as the back-and-forth movement of people between countries and regions- form part of the changing nature of migration movements across the world at the beginning of the 21st century. Over the past decades, international, regional and internal migration flows have shown a quantitative increase and have changed in scope, context, origin and nature. Migration projects are every time more open-ended, multi-directional and flexible and often include some type of circularity. Instead of mere “push-pull-scenarios”, people migrate for many different reasons, including personal, family, professional, academic or political ones. In the 21st century migration journeys and the reasons underlying them are multiple and more diverse than ever before.

Circular migration refers to the movement of migrant workers between home and host areas, mainly for the purpose of obtaining employment. It depicts a well-established pattern of population mobility, which is either rural-urban or cross-country. This migration pattern has various advantages, comprising an increase in social capital, financial capital and human capital. Circular migration plays a significant role as a source of labor supply for countries with a shortage of labor. It also helps to decrease the tendency of illegal migration in countries with established experience with this system. This book aims to understand the impact of circular migration on human, political and civil rights. It is a vital tool for all researching and studying the process and politics of circular migration.

This open access book adopts a rights-based approach to shed light on the different legal and policy instruments that have been developed to implement circular migration policies in the EU, and their consequences for the rights of migrant workers. It contributes to the understanding of the meaning of this concept in general and in the EU, as well as specifically regarding its Eastern neighborhood. The book provides a comprehensive picture of the formation and implementation of the EU’s circular migration approach that has developed through both EU and national instruments, on the basis of comparative case study analysis of Bulgaria and Poland’s migration laws and policies. By applying empirical legal research methods, it draws conclusions about the policy outcomes from the implementation of the various migration instruments falling under the circular migration umbrella and shows the consequences for the rights of migrant workers as a result of the application of different policy options. Along with its value to an academic audience, the book can be used by policy makers at the EU, international and national levels, as well as by international organisations and NGOs working in the field of migration law and policy.

This book elucidates why human rights still matter in contemporary global affairs, and what can lead to better protection of international human rights in a post-liberal order. It blends theoretical, empirical, and normative perspectives, while providing much-needed analysis in light of the perils of populism, authoritarianism, and toxic nationalism, as well as highlighting the hopes with which people around the world view human rights in the new millennium. Systematically combining theoretical perspectives from across the disciplines with numerous case studies, it demonstrates not only the complexities of the domestic conditions involved, but also the ways in which human dignity can be preserved and promoted during periods of rapid change and uncertainty. After a long time of neglect, migration has entered the arena of international politics with a force. The 2018 Global Compact for safe, orderly and regular migration (GCM) is the latest and most comprehensive framework for global migration governance. Despite these dynamics, migration is still predominantly framed as a state-centric policy issue that needs to be managed in a top-down manner. This book proposes a difference approach: A truly multi-stakeholder, multi-level and rights-based governance with meaningful participation of migrant civil society. Drawing on 15 years of participant observation on all levels of migration governance, the book maps out the relevant actors, “invited” and “invented” spaces for participation as well as alternative discourses and framing strategies by migrant civil society. It thus provides a comprehensive and timely overview on global migration governance from below, starting with the first UN High Level Dialogue in 2006, evolving around the Global Forum on Migration and Development (GFMD) and leading up to the consultations for the International Migration Review Forum in 2022.

Far and away the most popular sport in the world, football has a special place in Middle Eastern societies, and for Middle Eastern states. With Qatar hosting the 2022 FIFA World Cup, this region has been cast into the global footballing spotlight, raising issues of geopolitical competition, consumer culture and social justice. Taking an interdisciplinary approach, this book examines the complex questions raised by the phenomenon of football as a significant cultural force in the Middle East, as well as its linkages to broader political and socioeconomic processes. The establishment of football as a national sport offers significant insight into the region’s historical experiences with colonialism and struggles for independence, as well as the sport’s vital role in local and regional politics today–whether at the forefront of popular mobilisations, or as an instrument of authoritarian control. Football has also served as an arena of contestation in the formation of national identity, the struggle for gender equality, and the development of the media landscape.
