Evaluation, repair and rehabilitation of bridges are increasingly important topics in the effort to deal with the deteriorating infrastructure. For example, in the United States about 40 percent of the nation's 570,000 bridges are classified, according to the Federal Highway Administra tion's (FHW A) criteria, as deficient and in need of rehabilitation and replacement. In other countries the situation is similar. FHW A estimates the cost of a bridge replacement and reha bilitation program at 50 billion dollars. The major factors that have contributed to the present situation are: the age, inadequate maintenance, increasing load spectra and environmental contamination. The deficient bridges are posted, repaired or replaced. The disposition of bridges involves clear economical and safety implications. To avoid high costs of replacement or repair, the evaluation must accurately reveal the present load carrying capacity of the struc ture and predict loads and any further changes in the capacity (deterioration) in the applicable time span. Accuracy of bridge evaluation can be improved by using the recent developments in bridge diagnostics, structural tests, material tests, structural analysis and probabilistic methods. There is a need for an international exchange of advanced experience to increase the research effi ciency. The Workshop is organized on the premise that the exchange of existing American and European experience in the area of bridge evaluation, repair and rehabilitation is beneficial for both parties involved.

The fourth Structural Materials Technology NDT Conference was held in Atlantic City, New Jersey, with over sixty speakers presenting on a wide variety of topics. The goal of this conference was to inform engineers and researchers of the new nondestructive testing/nondestructive evaluation (NDT/NDE) technologies and techniques available for use in transportation construction. The use of alternative materials is challenging NDT/NDE professionals to develop new methods or modify existing techniques to address quality control, quality assurance, and long-term monitoring of structures built or strengthened with these materials. Reinforced and pre-stressed concrete are widely used for the construction of infrastructures such as bridges, industrial structures, buildings, etc. Most of the time, the quality of the concrete mix is assumed to be guaranteed but due to the congestion of reinforcement and the quality control exercised during placing and vibrating, honeycombs and voids are likely to be present in the hardened concrete. The presence of voids leads to the early deterioration of concrete and corrosion also sets in. The corrosion of reinforcement causes damage to the cover concrete and also section loss in the area of steel. In the case of pre-stressed concrete members, the corrosion leads to a catastrophic failure without any warning. Hence, it becomes necessary to evaluate the condition of concrete using Non Destructive Techniques (NDT) and Partially Destructive Techniques (PDT). The Ultrasonic Pulse Velocity (UPV) method which is widely adopted till now gives the relative quality and integrity of concrete and is based on the transit time. The rebound hammer gives the quality of concrete in the cover zone based on the rebound number.
