The Proceedings of the 4th International Indonesia Conference on Interdisciplinary Studies (IICIS) 2023 contains several papers presented at the seminar with the theme "Defining the Interest of Indonesian Society and State to Achieve Welfare and Justice." The 4th IICIS 2023 was held in a hybrid format, with both in-person and remote participation on November 2, 2023. The conference was organized by the Faculty of Social and Political Sciences, Universitas Lampung, Indonesia. The 4th IICIS 2023 featured speakers from various countries, including Masanori Kaneko, Ph.D. (Associate Professor from the Faculty of Foreign Studies, Setsunan University), Mohammad Reevany, Ph.D. (Associate Professor from University Sains Malaysia), Prof. Abu Bakarr Bah, Ph.D. (Department of Sociology, Northern Illinois University), Dr. Yusharto Huntoyungo, M.Pd. (Head of the Domestic Policy Strategy Agency), Laksdya TNI Prof. Dr. Ir. Amarulla Octavian, S.T., M.Sc., DESD. (Expert Council of APPSI & Vice Chairman of BRIN), Intan Fitri Meutia, S.A.N., M.A., Ph.D (Public Administration, Universitas Lampung). They are professors and researchers who have contributed to the advancement of science in their respective fields. The proceedings contain 20 papers that have passed through the review process and were accepted by the committee. A comprehensive historical, geographic, and thematic analysis of the multidimensional and dynamic migration experience of Ethiopians within and beyond Africa. Ethiopia is one of the largest African sources of transnational migrants, with an estimated two to three million Ethiopians living outside of the home country. This edited collection provides a critical examination of the temporal, spatial, and thematic dimensions of Ethiopian migration, mapping out its scale, scope, and destinations. The thirteen essays here (plus an introduction and conclusion by the volume's editors) offer a discussion of the state of knowledge and current debates on the diaspora and suggest alternative frameworks for interrogating and understanding the Ethiopian migration and diasporic experiences. Key time periods and literatures are identified to study Ethiopian transnational migration, moving from a survey of patterns in pre-twentieth century Ethiopia and on to changing trajectories in the imperial period and under succeeding postrevolutionary regimes. Geographically, the contour of the Ethiopian diaspora is outlined, identifying key destinations and patterns of return. In particular, the volume seeks to correct the traditional tendency to conflate the Ethiopian diaspora with North America and Europe by including areas that have long been marginalized, such as inter-Africa, Asia, and the Middle East. The objective is not to construct a simple cartography of migration but a critical analysis of national and global issues, policies, trends, and processes that shape the roots and routes of the migration dynamic. Combating Fiscal Fraud and Empowering Regulators analyzes the impact of new international tax regulations on the scope and scale of tax evasion, tax avoidance, and money laundering. These are analyzed through an ecosystem framework in which, similar to a natural ecosystem, new tax regulations appear as heavy shocks to the tax ecosystem, to which the 'species' such as countries, corporations, and tax experts will react by looking for new loopholes and niches of survival. By analyzing the impact of tax reforms from different perspectives--a legal, political science, accounting, and economic one--one may derive an assessment of the reforms and policy recommendations for an improved international tax system. The ultimate goal is to combat fiscal fraud and empower regulators, in that line, this volume is intended for a broad audience that seeks to know more about the latest state of the art in the realm of taxation from a multidisciplinary perspective. The money involved amounts to billions in unpaid taxes that could be better used for stopping hunger, guaranteeing education, and safeguarding biodiversity, hence making this world a better one. Regulators can see this book as a guiding light of what has happened in the past forty years, and how the world has and will continue to change as a result of it. Combating Fiscal Fraud and Empowering Regulators is also a warning about new emerging tax loopholes, such as freeports or golden passports and visas, where residency can be bought in tax havens, even within the European Union. The main message is that inequality can and has to be reduced substantially and that this can be achieved through a well-working international tax system that eliminates secrecy, opaqueness, and tax havens.
