With the progression of technological breakthroughs creating dependencies on telecommunications, the internet, and social networks connecting our society, CIIP (Critical Information Infrastructure Protection) has gained significant focus in order to avoid cyber attacks, cyber hazards, and a general breakdown of services. The 29 revised full papers presented were carefully reviewed and selected from numerous submissions. The papers are based on both academic research and the professional experience of information technologists working in the field. They have been organized in the following topical sections: society, social responsibility, ethics and ICT; the history of computing and its meaning for the future; peace, war, cyber-security and ICT; and health, care, well-being and ICT.

Information and communication technology (ICT) plays an important role in critical infrastructures (CIs). Some ICT-based services are in itself critical for the functioning of society while other ICT elements are essential for the functioning of critical processes within CIs. Moreover, many critical processes within CIs are monitored and controlled by industrial control systems (ICS) also referred to as operational technology (OT). In line with the CI-concept, the concept of critical information infrastructure (CII) is introduced comprising both ICT and OT. It is shown that CIIs extend beyond the classical set of CIs. The risk to society due to inadvertent and deliberate CI/CII disruptions has increased due to the interrelation, complexity, and dependencies of CIs and CIIs. The cyber risk due to threats to and vulnerabilities of ICT and OT is outlined. Methods to analyze the cyber risk to CI and CII are discussed at both the organization, national, and the service chain levels. Cyber threats, threat actors, and the organizational, personnel, and technological cyber security challenges are outlined. An outlook is given to near future cyber security risk challenges, and therefore upcoming risk, stemming from (industrial) internet of things and other new cyber-embedded technologies.

Management and Engineering of Critical Infrastructures focuses on two important aspects of CIS, management and engineering. The book provides an ontological foundation for the models and methods needed to design a set of systems, networks and assets that are essential for a society's functioning, and for ensuring the security, safety and economy of a nation. Various examples in agriculture, the water supply, public health, transportation, security services, electricity generation, telecommunication, and financial services can be used to substantiate dangers. Disruptions of CIS can have serious cascading consequences that would stop society from functioning properly and result in loss of life.Malicious software (a.k.a., malware), for example, can disrupt the distribution of electricity across a region, which in turn can lead to the forced shutdown of communication, health and financial sectors. Subsequently, proper engineering and management are important to anticipate possible risks and threats and provide resilient CIS. Although the problem of CIS has been broadly acknowledged and discussed, to date, no unifying theory nor systematic design methods, techniques and tools exist for such CIS.
