The Committee initially examined the human rights implications of the Police Reform Bill (HL paper 86, HC 646 Session 2001-02), and the Chairman wrote to the minister expressing a number of concerns. This report looks at the issues in the light of the Government's response and opinions canvassed from a number of individuals and bodies.

The Committee has considered a number of issues regarding the human rights implications of the Police Reform Bill, including the provisions regarding the conduct of complaints and misconduct procedures; the removal, suspension and disciplining of police officers; and the exercise of police powers by civilians. This report contains the text of the Committee's letter to Lord Rooker, the Home Office Minister, outlining these concerns. The letter has been published in order to place the debate in the public domain before the Bill completes its Committee stage in the House of Lords.
