The State of Social Safety Nets 2018 Report examines global trends in the social safety net/social assistance coverage, spending, and program performance based on the World Bank Atlas of Social Protection Indicators of Resilience and Equity (ASPIRE) updated database. The report documents the main social safety net programs that exist globally and their use to alleviate poverty and to build shared prosperity. The 2018 report expands on the 2015 edition, both in administrative and household survey data coverage. A distinct mark of this report is that, for the first time, it tells the story of what happens with SSN/SA programs spending and coverage over time, when the data allow us to do so. This 2018 edition also features two special themes †“ Social Assistance and Ageing, focusing on the role of old-age social pensions, and Adaptive Social Protection, focusing on what makes SSN systems/programs adaptive to various shocks.

This book is an ethnographic and historical study of the main Albania-Greece highway. But more than an ethnography on the road, it is an anthropology of the road. Highways are part of an explicit cultural-material nexus that includes houses, urban architecture and vehicles. Complex socio-political phenomena such as EU border security, nationalist politics, post-Cold War capitalism and financial crises all leave their mark in the concrete. This book explores anew classical anthropological and sociological categories of analysis in direct reference to infrastructure, providing unique insights into the political and cultural processes that took place across Europe after the Cold War. More specifically, it sheds light on political and economic relationships in the Balkans during the socialist post-Cold War period, focusing especially on Albania, one of the most under-researched countries in the region.

The conversion from planned to market economies spawned new opportunities and challenges in Central and Eastern Europe and Central Asia. Since the social safety nets of guaranteed employment and retirement security disintegrated, the transition governments are trying to develop new social protection systems or adapt the old ones to emerging welfare needs and fiscal realities. Political upheavals, macroeconomic instability, and the difficulty of implementing reforms have hampered progress. Thus the World Bank needs to address social protection issues to inform future Bank activities. The chapters combine sophisticated techniques which are at the frontiers of poverty analysis (small area estimation, efficiency analysis applied to household welfare, micro-simulations) with less ground-breaking papers which take advantage of innovative datasets or perspectives deeply grounded in the policy dialogue in the countries of the region.
