Hong Kong's Watershed: The 1967 Riots is the first English book that provides an account and critical analysis of the disturbances based on declassified files from the British government and recollection by key players during the events. The interviews with the participants, including Jack Cater, Liang Shangyuan, George Walden, Tsang Tak-sing, Tsang Yok-sing, and Hong Kong government officials, left irreplaceable records of oral history on the political upheaval. --The book analyses the causes and repercussions of the 1967 riots which are widely seen as a watershed of postwar history of Hong Kong. This book examines important social movements in Hong Kong from the perspectives of historical and cultural studies. Conventionally regarded as one of the most politically stable cities in Asia, Hong Kong has yet witnessed many demonstrations and struggles against the colonial and post-colonial governments during the past one hundred years. Many of these movements were brought about in the name of justice and unfolded against the context of global unrest. Focusing on the local developments yet mindful of the international backdrop, this volume explores the imaginaries of law and order that these movements engendered, revealing a complex interplay among evolving notions of justice, governance, law and order and cultural creations throughout the under-explored history of instability in Hong Kong. Underscoring the apparently contrasting discourses on the relationship among the rule of law, law and order and social movements in Hong Kong, the contributors emphasise the need to re-examine the conventional juxtaposition of the law and civil unrest. Readers who have an interest in Asian studies, socio-political studies, legal studies, cultural studies and history would welcome this volume of unique interdisciplinarity.

Introduction to the Book This book is a novel modelled on Plato’s Republic as a series of dialogues between a half-retired college professor and his former student, taking place in several weeks in a row on various scenic and memorable locations in Hong Kong – in Central, on the Peak, on Repulse Bay and in Stanley on Hong Kong Island, as well as in Cheung Chau, an outlying island of Hong Kong. The story starts by the professor greeting and receiving his former student Julian to tea and for a friendly chat in the professors’ favourite old teahouse in Central. Their conversation, initially centring around the current events taking place in Hong Kong, soon evolves into an in-depth discussion of the immediate and subtler causes and factors leading to such a state of affairs that has been described by the local media and the Government as ‘public activities’. Since both the professor and Julian find their discussion and exchange very interesting and fruitful, they decide to continue with it in the weeks that follow. This concludes Part I which touches on the first word of the book’s title: Watershed. Part II introduces the concept of Nostalgia and both the professor and Julian ruminate about happy and memorable past events, while at the same time describe and comment on less positive times and events in the days under British colonial rule. The professor also talks about an interesting and insightful book titled Gweilo, not in a derogatory way, as it was the memoirs of a British boy growing up in Hong Kong, full of facts and humour, but at the same time illustrative of the kind of mentality of the British colonial ruling class in Hong Kong. Part II concludes with a discussion about how the West longs for a return of their former glory and world domination. Part III is the crucial part of the book, with Wishful Thinking being interpreted on three levels: the professor’s personal level, the level of the local people in Hong Kong and the level of the West, led by America, in wishing for and actually making an effort to ‘turn the clock back’ and ‘make America great again’. To illustrate the futility of such a wish, the professor takes Julian to the cemetery on Cheung Chau Island, to look at a tombstone that echoes by analogy the legendary King Arthur’s wish to be the once and future king of England. The book ends with an Epilogue describing the professor and Julian going deep into the reasons for the West’s imperialism in the past 250 years and their wish now to make a ‘come back’, instead of world harmony and peaceful coexistence for all.

In The New Politics of Beijing–Hong Kong Relations, Sonny Shiu-Hing Lo looks at the diverging changes to the ideologies from both Beijing and Hong Kong, and the ideological conflicts as taken in the form of factional political struggles between 2012 and the present. As a hybrid regime, Hong Kong has been governed by a state-business alliance since the colonial era. However, since the handover in 1997, the transformation of Hong Kong’s political and socio-economic environment has eroded the conditions that supported a viable state-business alliance. This state-business alliance, which was once a solution for Hong Kong’s governance, has now become a political burden, rather than a political asset, to the post-colonial Hong Kong state. This book presents a critical re-examination of the post-1997 governance crisis in Hong Kong under the Tung Chee-hwa and Donald Tsang administrations. It shows that the state-business alliance has failed to function as an organizational machinery for supporting the post-colonial state, and has also served to generate new governance problems. Drawing upon contemporary theories on hybrid regimes and state capacity, this book looks beyond the existing opposition-centered explanations of Hong Kong’s governance crisis. By establishing the causal relationship between the failure of the state-business alliance and the governance crisis facing the post-colonial state, Brian C. H. Fong broadens our understanding of the governance problems and political confrontations in post-colonial Hong Kong. In turn, he posits that although the state-business alliance worked effectively for the colonial state in the past, it is now a major problem for the post-colonial state, and suggests that Hong Kong needs a realignment of a new governing coalition. Hong Kong’s Governance under Chinese Sovereignty will enrich and broaden the existing literature on Hong Kong’s public governance whilst casting new light on the territory’s political developments.
