Excerpt from History of the British Corn-Laws The improvements in agriculture within the present cen tury have greatly increased the supply Of food, but the experience of many years has shown that our population is now, to a great extent, dependent upon the corn-growers of other countries; and that, when the crops in Great Britain are below an average, and even when they are not abundant, the rise of prices creates severe distress among large masses Of the population, unless the supply of corn and grain is ih creased by importation. This distress could not be avoided, if all the waste lands Of England capable of improvement were taken into cultivation. In an Old country, where all the best, and even the moderately fertile soils have long been cultivated, the resort to those of inferior powers of produc tion, so far from alleviating the distress of the population. Excerpt from The History of the English Corn Laws The present work is based on a set of lectures given in the University of Cambridge on the Gilbey Foundation in the May Term of 1904. The principal object is to show that the history of the Corn Laws can only be understood as part of the general economic policy of the country. The laws affecting imports were only a part of the system of Corn Laws, and for a very long period not the most important part, though they reach back to the fifteenth century. Up to the nineteenth century, regulations affecting the internal corn trade and speculative dealings; the assize of bread; the export of corn; the conflict between arable and pasture land; the dangers of rural depopulation - all these and other questions were of much more importance than import duties. Excerpt from An Inquiry Into the Corn Laws and Corn Trade of Great Britain, and Their Influence on the Prosperity of the Kingdom: With Suggestions for the Improvement of the Corn Laws The Author of the following Work, who lived to the age of sixty-three, devoted a considerable part of his time to the study and practice of agriculture. To a professional knowledge of the law, he added extensive literary acquirements; and, actuated by a strong zeal for the public good, undertook this investigation, which will appear to have been a work of much reflection and research. The great object, which the author appears to have had in contemplation, was to exhibit such a view of the principles and effects of the Corn Laws, enacted at different periods in Great Britain, as might shew that the Corn Trade, both as a manufacture, and an article of commerce, is, of all others, the first in importance to the prosperity of the kingdom.
