Since the global financial crisis, government debt has soared globally by 40 percent and now exceeds an astonishing $100 trillion. Not all countries, though, have fared the same. Indeed, even prior to the financial crisis, the fiscal fates of countries have been diverging, despite predictions that pressures from economic globalization push countries toward more convergent fiscally conservative policies. Featuring the work of an international interdisciplinary team of scholars, this volume explains patterns of fiscal performance (persistent patterns of budget deficits and government debt) from the 1970s to the present across seven countries – France, Italy, Germany, Japan, South Korea, Sweden, and the United States. Employing a comparative case study approach, seldom employed in studies of fiscal performance, contributions illuminate the complex causal factors often overlooked by quantitative studies and advances our theoretical understanding of fiscal performance. The digital libraries emerging from "information societies" no longer concern only digital technodocumentary devices that are patrimonial, cultural or scientific. Social networks and high-audience merchant sites share the same technologies, heterogeneous digital resources, offer identical user experience (UX) capabilities, and are born within the same communities of designers and engineers. These technology-induced recoveries nourish a usage fantasy that irrigates a transformation movement of innovation where use and user occupy a central place. The evolution of digital libraries does not constitute a disjointed set of singular innovations. They are the result of an innovation movement that gives them a specific dynamic and produces two major effects: empowering users and increasing their number. This Selected Issues paper examines the causes and potential remedies for structural unemployment in France. Structural unemployment in France has long been elevated, and appears to have edged up further since the crisis. This reflects both demand and supply factors, including: high labor taxes, wage stickiness, a growing skill gap, hysteresis effects from the crisis years, a lengthy period of elevated economic uncertainty, inactivity traps created by the unemployment and welfare benefit systems, and demographic factors that have pushed up the labor force. The cyclical recovery is projected to bring down the unemployment rate only slowly. Reducing labor tax wedges can increase both output and employment.
