Higher education (HE) is seen to have an ever more important role in human resource development and the movement of people, students, and the workforce in the region. The Asian Development Bank's developing member countries are increasing investment in HE to support social and economic development and growth. This publication discusses the issues and strategies for HE in Asia and why there is a need to invest in this subsector. It provides an overview on how governments, together with HE institutions and stakeholders, can improve HE through adequate policies and regulations, and how they can position their economies for further development.

This book discusses higher education research as a field of study in Asia. It traces the evolution of research in the field of higher education in several Asian countries, and shares ideas about the evolving higher education research communities in Asia. It also identifies common and dissimilar challenges across national communities, providing researchers and policymakers essential new insights into the relevance of a greater regional articulation of national higher education research communities, and their further integration into and contribution to the international higher education research community as a whole.

This survey provides unprecedented scope and detail of analysis on higher education in the Asia-Pacific region. Higher Education in the Asia-Pacific: Strategic responses to globalization provides an authoritative survey of tertiary education in this diverse and dynamic region. Its 23 chapters, written by authors from a dozen different countries, focus successively on the Asia-Pacific as a whole, the strategies of individual universities, and national policies and strategies in response to the global challenge.

This book documents experimentation with various policy and governance approaches that produce structural differences in the composition and organisation of Asia’s higher education systems. In view of the wide variation in the public and private provision of higher education, it showcases how issues of access, equity and modes of participation are addressed, how institutional and programme quality are managed and how academic labour is treated and developed. The book both maps these differences and analyses the country-level dynamics, policy approaches and the problems faced by a variety of states in Asia in the race to develop competitive higher education systems. Focusing on the intersection of governance and higher education policy, it addresses the challenges facing higher education in Asia and the national responses of governments in terms of the organisation of the sector.

This book discusses mass higher education development in East Asian countries by means of three main issues: the strategy for higher education development; the way professors and students in the region are experiencing the rapid developments; and the challenges imposed by mass higher education. These challenges include the quality of education as well as structural changes in the rapidly developing systems, funding sources for supporting mass higher education, and job markets for college graduates. Part I discusses how the East Asian countries have accomplished or are in the process of accomplishing the rapid development of higher education. Japan, Korea, China, Taiwan, Malaysia, Singapore, and Hong Kong serve as case studies of mass higher education in the region. The case studies introduce and discuss national strategies to develop higher education, funding sources and mechanisms, and initiatives to assure quality of education in a period of rapid growth. Part II and Part III of the book focus on the phenomena of mass higher education in the region and the influence on academia. Mass higher education changes professors and students, who are different from those in elite higher education. Part III further discusses the challenges posed to Asian mass higher education. As demand for tertiary education continues to rise across Asia, countries are expanding their higher education systems outwards by constructing new universities, hiring more faculty and encouraging private provision. Many of these systems are also moving upwards by introducing new graduate programmes to ensure that there are enough qualified professors and researchers for the future. Based on data from the UNESCO Institute for Statistics (UIS) and a diverse range of national and international sources, this report provides a comprehensive view to evaluate different strategies to expand graduate education. Special focus is given to middle-income countries in the region which have recently experienced the most dramatic growth through an innovative mix of policies. For example, interventions aimed at improving university rankings may be controversial but are nonetheless reshaping university reforms. The report highlights the pros and cons by comparing the three most commonly-used university ranking systems. Across the region, countries are not simply seeking to accommodate more students - they are striving to build top-quality universities that can produce the research and workforce needed for national economic development. So this report presents a range of data to better evaluate the economic benefits flowing from university research, as well as the spillover effects to the private sector. The authors also analyse the ways in which international collaboration can boost the productivity and quality of university-based research. Overall, this report provides the data and analysis to help countries weigh the balance of different policies to expand their higher education systems.
