With more than 170 parties having ratified the Paris Agreement under the United Nations Framework Convention on Climate Change, viable, financially sound and integrated solutions for providing low carbon, affordable, energy is of critical interest. This, by necessity, encompasses the development of resilient production processes for the generation of electricity, heat, chemicals and fuels for deep decarbonization. Two principal options for low carbon energy are renewables and nuclear energy. While many institutions have expressed interest in one or the other of these options, few have explored the possible synergies between them. This publication consists of the proceedings of an IAEA Technical Meeting held to review and discuss concepts and innovative solutions, including the advantages and challenges associated with each option, pertaining to nuclear-renewable hybrid energy systems for decarbonized energy production and cogeneration.

Recommends actions, conditions and procedures in relation to external human induced events and provides guidance for fulfilling the requirements of Safety Standards Series No. NS-R-3, Site Evaluation for Nuclear Installations, when conducting a site evaluation for a nuclear power plant.

This Safety Guide supersedes the 2010 edition of IAEA Safety Standards Series No. SSG-9. It takes account of recently gained knowledge and practices developed by Member States related to seismic hazards, especially lessons from the Fukushima Daiichi accident. It also addresses concomitant events associated with earthquakes, such as tsunamis. The revision provides a clearer separation between the process for assessing the seismic hazards at a specific nuclear installation site and the process for defining the related basis for design and safety assessment of the nuclear installation. Thus, it bridges gaps and avoids undue overlap of the two processes, which correspond to and are performed at different stages of siting of the nuclear installation.

In response to an increase in global activities related to non-water-cooled reactors and small modular reactors, this new Safety Report documenting areas of novelty of these technologies when compared to the current fleet of reactors has been developed. The impact of these areas of novelty on the applicability and completeness of the IAEA safety standards is assessed in the publication. Gaps and areas for additional consideration are identified. The review undertaken to develop this report encompassed the safety standards related to the lifetime of these reactor technologies. The publication also considers the interface between safety, security, and safeguards in the design of these technologies.

On the basis of the principles included in the Fundamental Safety Principles, IAEA Safety Standards Series No. SF-1, this Safety Requirements publication establishes requirements applicable to the design of nuclear power plants. It covers the design phase and provides input for the safe operation of the power plant. It elaborates on the safety objective, safety principles and concepts that provide the basis for deriving the safety requirements that must be met for the design of a nuclear power plant.
