Secondly, That the Memorial recommended should be of a monumental and national character, and that its_ design and mode of execution be approved by Her Most Gracious Majesty the Queen. And, Thirdly, That Committees Should be formed out the United Kingdom to raise subscription proposed Memorial, and that Her Majesty's should be invited to subscribe.
