The Gulf is in the first rank of potential global flashpoints. It is the largest market for weapons imports in the world, and is considered to be a vital interest of all the great powers. Iran is viewed as an expansionist threat by the Arab states of the Gulf, who have built considerable militaries in a historically short timeframe. Security in the Gulf, however, is a complicated matter. The Arab states of the Gulf have pursued different defense policies as well as different ways of building up their forces. In some instances, the establishment of a strong military is not just a way to ensure security, but also a way to build a national identity. In other cases, great powers (such as the United States) seek to promote cooperation between the Arab Gulf militaries as an interim step to promote political reform and integration. The essays in this volume examine a broad range of issues in Gulf security. Security is a complex and subjective matter--the various perspectives in this volume combine to form a holistic view of a challenging and evolving topic.

Armies of Arabia is the first book to comprehensively analyze the armed forces of the Gulf monarchies. Zoltan Barany explains the conspicuous ineffectiveness of Gulf militaries with a combination of political-structural and sociocultural factors. Following a brief exposition on their historical evolution, he explores the region's six armies of the region comparatively, through the lenses of military politics, sociology, economics, and diplomacy. The United States faces major challenges in dealing with Iran, the threat of terrorism, and the tide of political instability in the Arabian Peninsula. The presence of some of the world’s largest reserves of oil and natural gas, vital shipping lanes, and Shia populations throughout the region have made the peninsula the focal point of US and Iranian strategic competition. Moreover, large youth populations, high unemployment rates, and political systems with highly centralized power bases have posed other economic, political, and security challenges that the Gulf states must address and that the United States must take into consideration when forming strategy and policy.

In recent years the Gulf region has witnessed a number of major regional/international developments, the most prominent of which being the war in Iraq and the crisis surrounding the Iranian nuclear program. These developments have contributed to regional instability and have undermined efforts to achieve a balance of power in the Gulf region. Furthermore, during this period local apprehensions pertaining to the national security of the Gulf Arab countries have emerged. These comprise the demographic imbalance stemming from the vast migrant labor force in the GCC states and concerns regarding the inherent threats of the rapid development being witnessed by the region owing to its increased openness to the global economy. Internal and external threats necessitate concerted efforts to reinforce regional Gulf security via the establishment of a regional security system involving all the countries of the region as well as the cooperation and contribution of other states and international organizations. In formulating their new approach to security, the GCC states must reinforce their ability to deter intervention in their affairs by large regional neighbors and extra-regional actors. The common crises and challenges threatening the security of the Gulf countries should be a catalyst for the formulation of a unified Gulf strategy which necessitates a greater role for the GCC in achieving regional stability and fortifying the national security of its states. This book, which consists of papers presented at the ECSSR’s 12th Annual Conference of 5–7 March 2007, discusses both security threats and opportunities concerning the Gulf countries, with special reference to the foreign military presence in the region and the instability stemming from Iraq and Iran. It also investigates the need to establish a coherent and permanent defense system in the region. The U.S. military maintains a significant presence across the Arabian Peninsula but it must now confront a new and emerging dynamic as most Gulf Cooperation Council countries have begun to diversify their political, economic, and security partnerships with countries other than the United States—with many turning to ascending powers such as China, Russia, and India. For Gulf Arab monarchies, the choice of security partner is made more complicated by increased domestic and regional instability stemming in part from Iraq, Syria, and a menacing Iran: factors that threaten to alter totally the Middle East security dynamic. Understanding the dynamics of base politicization in a Gulf host nation—or any other—is therefore vitally important for the U.S. today. Gulf National Security and the U.S. Military examines both Gulf Arab national security and U.S. military basing relations with Gulf Arab monarchy hosts from the Second World War to the present day.
