The Quebec Regional Office (QRO) is moving forward on an initiative to improve emergency preparedness in First Nations communities. The rise and spread of Covid-19 in the beginning of 2020 presents a once-in-a-century challenge and opportunity for decision makers, managers, scholars, and citizens to understand the risks, mitigate its impact and prepare for future crises. In June 2001, the Government of Canada initiated consultations on a National Disaster Mitigation Strategy to evaluate, prioritize, and implement measures that reduce the vulnerability of Canadian communities to disasters. This guide is designed to encourage a deliberative dialogue on this Strategy. It includes a table of some Canadian examples of mitigation activities; discussion of the concepts of deliberation and disaster mitigation; facts & figures on some major Canadian disasters; and three approaches to a national strategy. These approaches (risk management; knowledge creation, dissemination, & use; and empowerment) are not mutually exclusive. For each approach, arguments for & against are outlined along with how their implementation might look in five years.
