Leading Colombian academics and experienced policy practitioners cast new light on their country in this systematic overview of policy analysis for an international audience. Examining the historical development and current status of policy analysis as a field of study and in practice, it considers public policy analysis in government and the judiciary, and across domains including health, education and the military. Contributors also delve into Colombia’s notable success in economic regeneration, the management of cultural diversity and the resolution of long-term internal armed conflict. This book offers an accessible introduction to the topic of impact evaluation and its practice in development. While the book is geared principally towards development practitioners and policymakers designing prospective impact evaluations, we trust that it will be a valuable resource for students and others interested in using impact evaluation. Prospective impact evaluations should be used selectively to assess whether or not a program has achieved its intended results, or to test alternatives for achieving those results. We consider that more and better impact evaluation will help strengthen the evidence base for development policies and programs around the world. If governments and development practitioners can make policy decisions based on evidence - including evidence generated through impact evaluation - our hope is that development resources will be spent more effectively, and ultimately have a greater impact on reducing poverty and improving people's lives. The three chapters in this handbook provide a non-technical introduction to impact evaluations, including “Why Evaluate” in Chapter 1, “How to Evaluate” in Chapter 2 and “How to Implement Impact Evaluations” in Chapter 3. These elements are the basic ‘tools' needed in order to successfully carry out an impact evaluation. From a methodological standpoint our approach to impact evaluation is largely pragmatic: we think that the most appropriate methods should be identified to fit the operational context, and not the other way around. This is best achieved at the outset of the program, through the design of prospective impact evaluation that can be built into the project's implementation. We argue that gaining consensus between key stakeholders and identifying an evaluation design that fits the political and operational context is as important as the method itself. We also believe strongly that impact evaluations should be upfront about their limitations and caveats. Finally, we strongly encourage policymakers and program managers to consider impact evaluations in a logical framework that clearly sets out the causal pathways by which the program works to produce outputs and influence final outcomes, and to combine impact evaluations with monitoring and selected complementary evaluation approach to gain a full picture of performance. This book builds on a core set of teaching materials developed for the “Turning Promises to Evidence” workshops organized by the office of the Chief Economist for Human Development (HDNCE) in partnership with regional units and the Development Economics Research Group (DECRG) at the World Bank.

This book launches a debate on the need to evaluate criminal policies and, what is more complex and ambitious, to develop an evaluation method. The contributions address topics such as the general methodology for evaluating public policy, preparing criminal statistics, and analyzing costs, cost-effectiveness and cost benefits. Additionally, the work explores the state of affairs in various countries including Spain, Sweden, USA, Germany and in the EU. It also examines issues such as the relationship between legislative evaluation and criminal principles and the constitutional courts’ control over criminal acts.

This book examines the progress of institutionalisation of evaluation in American countries from various perspectives. It presents prior developments and current states of evaluation in 11 American countries and three transnational organisations, focusing on three dimensions, namely the political, social and professional systems. These detailed country reports, which have been written by selected researchers and authors of the respective countries, lead to a concluding comparison and synthesis. This is the second of four volumes of the compendium The Institutionalisation of Evaluation. The first volume on Europe was published in 2020. It will be followed by two more volumes on Asia Pacific, and Africa. The overall aim is to provide an interdisciplinary audience with cross-country learning to enable them to better understand the institutionalisation of evaluation in different nations, world regions and sectors.

This book explores the discursive constructions of gender equality and the implications of these understandings in a broad range of policy fields. Using gender equality as a prime example, a number of internationally renowned scholars offer a new vocabulary to identify and study processes of the reduction, amplification, shifting or freezing of meaning. The 2009 United Nations climate conference in Copenhagen is often represented as a watershed in global climate politics, when the diplomatic efforts to negotiate a successor agreement to the Kyoto Protocol failed and was replaced by a fragmented and decentralized climate governance order. In the post-Copenhagen landscape the top-down universal approach to climate governance has gradually given way to a more complex, hybrid and dispersed political landscape involving multiple actors, arenas and sites.
