¿Por qué una guía metodológica sobre seguimiento y evaluación de proyectos de desarrollo local y comunitario con enfoque de equidad? La justicia social ha sido de las premisas básicas del proyecto de desarrollo de la Revolución Cubana. Por ello, la igualdad de derechos y de oportunidades son principios para la toma de decisiones sobre políticas sociales, donde se ha apostado principalmente a su universalismo como garante de una redistribución justa. Sin embargo, los puntos de partida históricos y emergentes de diferentes familias, territorios y grupos poblacionales no han sido nunca homogéneos, lo que ha obstaculizado, a pesar de la voluntad política, el balanceado aprovechamiento de los contextos de oportunidades. De ahí la necesidad del enfoque de equidad como estrategia metodológica y epistemológica para diagnosticar, diseñar, darle seguimiento y evaluar acciones de desarrollo en los proyectos comunitarios.
