Because water in the United State has not been traded in markets, there is no meaningful estimate of what it would cost if it were traded. But failing to establish ground water's valueâ€"for in situ uses such as sustaining wetlands as well as for extractive uses such as agricultureâ€"will lead to continued overuse and degradation of the nation's aquifers. In Valuing Ground Water an interdisciplinary committee integrates the latest economic, legal, and physical knowledge about ground water and methods for valuing this resource, making it comprehensible to decision-makers involved in Superfund cleanup efforts, local wellhead protection programs, water allocation, and other water-related management issues. This book undertakes a scholarly assessment of the state of the art of law and policy perspectives on groundwater and climate change at the international, regional and national levels. A particular focus is given to India, which is the largest user of groundwater in the world, and where groundwater is the primary source of water for domestic and agricultural uses. The extremely rapid rise in groundwater use in many Indian states has led to a growing groundwater crisis that they must address. The existing regulatory framework has not adapted to the challenges and fails to address any environmental concerns. On climate change, India has adopted a policy framework that makes the link with water, but no legislation has followed up to make the link operational. The subject matter of this book has been widely debated with regard to each of its main two components separately. Bringing these two domains together is what makes this book unique. The link between climate change and groundwater has been acknowledged to some extent, and there is growing interest in studying the impacts of climate change on (ground)water. Similarly, in water and environmental law and policy, increasing attention has been given to the study of climate change and groundwater legal and policy frameworks but generally separately. This book contributes to filling this knowledge gap by drawing on contributions from leading experts in the field of environmental and water law and policy who have been involved in climate change and/or groundwater research. This paper reviews policy-related issues discussed in recent conferences that will affect groundwater development and management efforts in South Asia. Emphasis is given to policy issues surrounding emerging groundwater depletion and quality concerns, and issues concerning the equitable development of groundwater for poverty alleviation. The paper outlines the range of services that depend on groundwater resources and outlines the range of services that depend on groundwater resources to provide these services, and the complications stemming from the fragmented approach taken to water management throughout the region. A range of responses dealing with the management of the physical system is identified. In conclusion , the paper discusses institutional frameworks through which management responses could be implemented, in relation to both the range of approaches theoretically applicable and the existing institutional frameworks in place throughout South Asia

This book offers an overview of key findings in groundwater management in context against the legislative milestones. Until recently, focus on groundwater mainly concerned its use as drinking water and as an important resource for industry (e.g. cooling waters) and agriculture (irrigation). It has, however, become increasingly obvious that groundwater should not only be viewed as a drinking water reservoir, but that it should also be protected for its environmental value. In this respect, groundwater represents an important link of the hydrological cycle through the maintenance of wetlands and river flows, acting as a buffer through dry periods. Hence, deterioration of groundwater quality may directly affect other related aquatic and terrestrial ecosystems. The groundwater legislative framework under the EU Water Framework Directive and the newly adopted Groundwater Directive establishes criteria linked to environmental objectives which have to be met by 2015 following successive operational steps including characterisation, risk assessment (analysis of pressures and impacts), monitoring and design of programmes of measures. These milestones require that sound technical and scientific information be made accessible to water managers, which is so far still not sufficiently streamlined. In this context, this book describes the groundwater legislative milestones and presents series of research and development activities that aim to directly support them. It has, therefore, the ambition to become a vehicle liaising policy requirements and available scientific knowledge in this area.

Minnesota has a unique role in U.S. water policy. Hydrologically, it is a state with more than 12,000 lakes, an inland sea, and the headwaters of three major river systems: the St Lawrence, the Red River of the North, and the Mississippi. Institutionally, Minnesota is also unique. All U.S. states use Total Maximum Daily Load (TMDL) approaches to addressing impaired waters. Every TMDL requires a substantial investment of resources, including data collection, modeling, stakeholder input and analysis, a watershed management plan, as well as process and impact monitoring. Minnesota is the only state in the union that has passed legislation (the 2007 Clean Water Legacy Act) providing significant resources to support the TMDL process. The book will be an excellent guide for policymakers and decision makers who are interested in learning about alternative approaches to water management. Non-governmental organizations interested in stimulating effective water quality policy will also find this a helpful resource. Finally, there are similarities between the lessons learned in Minnesota and the goals of water policy in several other states and nations, where there are competing uses of water for households, agriculture, recreation, and navigation.
