This book deals with voluntary approaches between farmers and water suppliers as an instrument to meet environmental standards, impacted by agricultural activities, more economically efficient and environmentally effective than by exclusive application of alternative instruments including command-and-control approaches. The book is based largely on the results of the research project 'Co-operative Agreements in Agriculture as an Instrument to Improve the Economic Efficiency and Economic Effectiveness of the European Water Policy', which was supplemented for specific issues by key experts. The research was partly funded by the European Commission under the Specific RTD Programme in the Field of Environment and Climate (Contract No. ENV4-CT98-0782) and partly by the Ministry of Agriculture, Nature Management and Fisheries in the Netherlands, the Environment Agency in England and Wales, the UK Ministry of Agriculture, Fisheries and Food, and the Government of the German Bundesland North Rhine Westphalia. Water policy seems in perpetual crisis. Increasingly, conflicts extend beyond the statutory authority, competence, geographical jurisdictions, and political constituencies of highly specialized governing authorities. While other books address specific policy approaches or the application of adaptive management strategies to specific problems, this is the first book to focus more broadly on adaptive governance, or the evolution of new institutions that attempt to resolve conflicts among competing authorities. Adaptive Governance and Water Conflict investigates new types of water conflicts among users in the seemingly water-rich Eastern United States. Eight case studies of water quality, water quantity, and habitat preservation or restoration in Florida were chosen to span the range of conflicts crossing fragmented regulatory boundaries. Each begins with a history of the conflict and then focuses on the innovative institutional arrangements - some successful, some not - that evolved to grapple with the resulting challenges. In the chapters that follow, scholars and practitioners in urban planning, political science, engineering, law, policy, administration, and geology offer different theoretical and experience-based perspectives on the cases. Together, they discuss five challenges that new institutions must overcome to develop sustainable solutions for water users: Who is to be involved in the policy process? How are they to interact? How is science to be used? How are users and the public to be made aware? How can solutions be made efficient and equitable? In its diverse perspectives and unique combination of theory, application, and analysis, Adaptive Governance and Water Conflict will be a valuable book for water professionals, policy scientists, students, and scholars in natural resource planning and management.

Attending water security is an important challenge and a major systemic risk humanity faces in the years to come. This is due to population increase, over-consumption of water, especially in agriculture, climate change and various forms of water pollution. The issue becomes more complicated in transboundary water catchments that cover almost half of the world’s land surface, with about 60% of global river flow and 40% of the world’s population. Also, in many parts of the planet, like Saharan Africa, population depends on groundwater resources located in transboundary aquifer systems. These facts illustrate the importance of the book's subject, which is the governance of transboundary waters, both surface and groundwater. The book is written by two distinguished scientists, who, having worked in various international institutions, like UNESCO, GEF, UNEP and at the European Commission, have both an extended expertise on how to bridge the gap between science and political decision-making, which is the main factor for an effective governance of water resources. What is new in the book is the integrated analysis of transboundary governance of both surface water and groundwater, as it occurs in reality. In current literature, groundwater is still often missing for the benefit of surface water or, on the contrary, it is treated separately from surface water. The most important feature of the book is to distinguish between the real and a "good" or an effective transboundary water governance and to provide practical tools, methodologies and examples for its implementation in the field. Published timely during 2018, the book will contribute to address successfully practical problems of governance of transboundary waters that represent a very important part of our precious fresh water resources.

This book discusses the balance of priorities within the Water-Energy-Food (WEF) nexus and its impact on policy development and implementation, highlighting innovative perspectives in adopting a holistic approach to identify, analyse and manage the nexus component interdependencies. Due to increasing demands for natural resources, the WEF nexus has emerged as a response to the numerous global challenges. Addressing WEF challenges often involves balancing multiple and competing priorities and identifying and managing interrelations, synergies and trade-offs between the three components of the nexus. In this volume the authors focus on the dynamics between multiple stakeholders, such as governments, businesses, NGOs and local communities, when addressing WEF challenges by adopting a nexus approach. The book argues that effective engagement of multiple stakeholders can address difficulties arising from the introduction of an integrated approach to WEF policy design and implementation, increasing the potential benefits. The book also looks at the effect of international relations and regional power struggles on resolving cross-border WEF nexus issues. Case studies are drawn from Kenya, Central Asia, USA and Peru, highlighting key themes, such as how collaborative governance, enabled and facilitated by relational equity management, can be viewed as an innovative way to reconcile competing priorities. The litany of alarming observations about water use and misuse is now familiar—over a billion people without access to safe drinking water; almost every major river dammed and diverted; increasing conflicts over the delivery of water in urban areas; continuing threats to water quality from agricultural inputs and industrial wastes; and the increasing variability of climate, including threats of severe droughts and flooding across locales and regions. These issues present tremendous challenges for water governance. This book focuses on three major concepts and approaches that have gained currency in policy and governance circles, both globally and regionally—scarcity and crisis, marketization and privatization, and participation. It provides a historical and contextual overview of each of these ideas as they have emerged in global and regional policy and governance circles and pairs these with in-depth case studies that examine manifestations and contestations of water governance internationally. The book interrogates ideas of water crisis and scarcity in the context of bio-physical, political, social and environmental landscapes to better understand how ideas and practices linked to scarcity and crisis take hold, and become entrenched in policy and practice. The book also investigates ideas of marketization and privatization, increasingly prominent features of water governance throughout the global South, with particular attention to the varied implementation and effects of these governance practices. The final section of the volume analyzes participatory water governance, querying the disconnects between global discourses and local realities, particularly as they intersect with the other themes of interest to the volume.
