A Brookings Institution Press and Visions of Governance for the 21st Century publication The latest in a series exploring twenty-first-century governance, this new volume examines the use of market means to pursue public goals. Market-based governance includes both the delegation of traditionally governmental functions to private players, and the importation into government of market-style management approaches and mechanisms of accountability. The contributors (all from Harvard University) assess market-based governance from four perspectives: The demand side deals with new, revised, or newly important forms of interaction between government and the market where the public sector is the customer. Chapters in this section include Steve Kelman on federal procurement reform, Karen Eggleston and Richard Zeckhauser on contracting for health care, and Peter Frumkin. The supply side section deals with unsettled questions about government's role as a provider (rather than a purchaser) within the market system. This volume seeks to catalyze the emergence of a novel field of policy studies: entrepreneurship policy. Practical experience and academic research both point to the central role of entrepreneurs in the process of economic growth and to the importance of public policy in creating the conditions under which entrepreneurial companies can flourish. The contributors, who hail from the disciplines of economics, geography, history, law, management, and political science, seek to crystallize key findings and to stimulate debate about future opportunities for policy-makers and researchers in this area. This edited volume explores the state of inclusive governance in South Asia. It particularly examines the nature and scope of inclusiveness noticed in the parliament and civil service in Bangladesh, India, and Nepal, and the judiciary in Bangladesh. Where previous literature has stressed the need for the inclusion of external stakeholders, this volume highlights the importance of the involvement of internal stakeholders. This includes ‘insiders’ such as opposition members and government backbenchers in parliament and specialists in the civil service. The main emphasis is on identifying the extent to which insiders in different institutions have the scope to participate in the governing process. Furthermore, this volume also seeks to assess the implications of inclusiveness/exclusiveness for democratic governance. By exploring the link between inclusiveness and accountability, its contributors are able to draw out the strengths and weaknesses of the existing mechanisms of accountability, particularly social accountability. This innovative collection will appeal to students and scholars of gender and development studies, public policy and administration, international relations, law and political science.
