This report considers looks at which public governance principles, tools and arrangements countries can use to enable a whole-of-government shift towards inclusive growth.

The government’s ability to deliver inclusive growth crucially depends on the quality of governance. This paper reviews the linkages between governance and inclusive growth, and key policies to improve governance. The policies include (1) structural reform, automation, improving rules and procedures (including for fiscal and monetary policies) to limit the discretion and hence the space for policy errors; (2) human resource policies, capacity building, effective anti-corruption frameworks to incentivize public officials to make decisions in the best public interest; and (3) transparency, accountability, and inclusive political institutions to inform and monitor policymaking.

This publication presents an overview of country initiatives concerning inclusive growth in 39 OECD member and partner countries.

This book explores inclusive development in the Indian context, not only within each of the country’s major economic and social sectors, but also across countries in the particular context of globalization. In the emerging scenario of most expanding economies, including India, this topic remains particularly significant. The book’s sixteen chapters are divided into eight sections that address burning issues related to inclusive development – historical setting and policy context; current issues and future challenges; inclusiveness in the agricultural sector; inclusiveness in the industrial sector; inclusiveness in the health sector; inclusiveness and poverty; inclusiveness in the social context; and inclusiveness in the globalization context. The book highlights several positive developments displayed by the Indian economy in recent years, including the current growth rate of about 7 percent, which is among the highest rates around the globe. At the same time, it draws attention to the fact that while there is every reason to feel proud of these achievements, we cannot ignore the strains and brewing distress, especially in rural areas, or the concerns in environmental and social sectors, including health and education, relating to sociological divisions and disturbances, water and air pollution, and ecosystem and biodiversity losses. Important and relevant from both academic and policy perspectives, the book includes essays from some of the most eminent economists and social scientists in the South Asian region, providing vital takeaways for researchers and NGOs, as well as corporate sector and government decision-makers.

This paper analyses the role of good governance in fostering pro-poor and inclusive growth. Using a sample of 112 countries over 1975-2012, it shows that growth is generally pro-poor. However, growth has not been inclusive, as illustrated by a decline in the bottom 20 percent of the income distribution. While all features of good governance support income growth and reduce poverty, only government effectiveness and the rule of law are found to enhance inclusive growth. The investigation of the determinants of pro-poor and inclusive growth highlights that education, infrastructure improvement, and financial development are the key factors in poverty reduction and inclusive growth. Relying on the panel smooth transition regression (PSTR) model following Gonzalez, Tersvirta and Dijk (2005), the paper identifies a nonlinear relationship between governance and pro-poor growth, while the impact of governance on inclusive growth appears to be linear.

Governance has been incorporated into the development models of many countries because of its role in ameliorating inequalities in society.
