The objectives of Navy domestic technology transfer are (1) to disseminate noncritical technology, originally developed in support of military applications, for potential alternative uses in the public and private sectors; and (2) to promote joint cooperative development programs that address problems of mutual concern to the Navy and other agencies or organizations. In pursuit of these objectives, the Navy transfers technical expertise to other Federal Government agencies; state and local governments; small and large businesses; nonprofit organizations; and such public service organizations as schools, hospitals, and foundations. In addition, technologies that have direct impact on the Navy mission and programs are transferred within, or into, the Navy. Transfers of hardware, software, management practices, an expertise are made in diverse fields, such as analysis and testing, communications, energy, environment, transportation, and marine technology.
