Sustainable use, development and conservation of the world's livestock genetic resources are of vital importance to agriculture, food production, rural development and the environment. In recognition of the need to develop and effective framework for the management of these resources and to address the threat of genetic erosion, 109 countries came together in September 2007 at the first International Technical Conference on Animal Genetic Resources for Food and Agriculture held in Interlaken, Switzerland. The Conference adopted the Global Plan of Action for Animal Genetic Resources- which includes 23 strategic priorities for action to promote the wise management of these vital resources. The Global Plan of Action is the outcome of a country-driven process of reporting, analysis and discussion, which also resulted in the preparation of the State of the World's Animal Genetic Resources for Food and Agriculture, the first comprehensive global assessment of livestock diversity and its management. The Conference also adopted the Interlaken Declaration on Animal Genetic Resources, which affirms countries' commitment to the implementation of the global Plan of Action and to ensuring that the world's livestock biodiversity is utilised to promote global food security and remain available to future generations.

Animal genetic resource diversity underpins the supply livestock products and services across a wide range of production environments. It promotes resilience and serves as a basis for adapting livestock management to changing conditions. It is vital to livelihoods of many of the world’s poor people. It can contribute to the delivery of ecosystem services such as landscape management and the maintenance of wildlife habitats. However, it is often undervalued, underused and under threat. This report updates the global assessment provided in the first report on The State of the World’s Animal Genetic Resources for Food and Agriculture, published in 2007. It focuses particularly on changes that have occurred during the period since the first report was published. It serves as a basis for a review, and potential update, of the Global Plan of Action for Animal Genetic Resources, which since 2007 has provided an agreed international framework for the management of livestock biodiversity. Drawing on 129 country reports, it presents an analysis of the state of livestock diversity, the influence of livestock-sector trends on the management of animal genetic resources, the state of capacity to manage animal genetic resources, including legal and policy frameworks, and the state of the art in tools and methods for characterization, valuation, use, development and conservation.

The Nagoya Protocol on Access to Genetic Resources and the Fair and Equitable Sharing of Benefits Arising from their Utilization to the Convention on Biological Diversity has been hailed as a giant step towards the implementation of the third objective of the Convention: the fair and equitable sharing of benefits arising out of the utilization of genetic resources, including by appropriate access to them. Implementing this third objective is intended to contribute to the conservation of biological diversity and the sustainable use of its components, the other two objectives of the Convention. The Protocol confronts policy-makers and administrators responsible for its implementation at the national level with a number of challenges. One of these challenges is the Protocol’s obligation to consider, in the development and implementation of access and benefit-sharing measures, the importance of genetic resources for food and agriculture and their special role for food security. The Elements to Facilitate Domestic Implementation of Access and Benefit-Sharing for Different Subsectors of Genetic Resources for Food and Agriculture aim to assist governments considering developing, adapting or implementing access and benefit-sharing measures, to take into account the importance of genetic resources for food and agriculture (GRFA), their special role for food security and the distinctive features of their different subsectors, while complying, as applicable, with international instruments.This publication contains the original ABS Elements as well as the explanatory notes describing, within the context of the ABS Elements, the distinctive features and specific practices of the different subsectors of GRFA. The explanatory notes were welcomed by the Commission and the FAO Conference in 2019.

These guidelines present the basic concepts involved in the development and implementation of in vivo conservation plans for animal genetic resources for food and agriculture. Animal Genetic Resources is an international journal published by Cambridge University Press under the auspices of FAOs Animal Genetic Resources Branch. "The guidelines on the Development of Institutional Frameworks for the Management of Animal genetic resources have been endorsed by the Commission on Genetic Resources for Food and Agriculture. They are part of a series of guidelines prepared to support countries in the implementation of the Global Plan of Action. They complement, in particular, the guidelines on the Preparation of national strategies and action plans for animal genetic resources. A sound institutional framework provides a basis for effective management of animal genetic resources both nationally and internationally. The guidelines present an overview of the components of the global network for the management of animal genetic resources and advice on how they can be strengthened at national and regional levels. Detailed guidance is provided on the role of National Coordinators for the Management of Animal Genetic Resources and the development and operation of National Focal Points for the Management of Animal Genetic Resources supported by National Advisory Committees, working groups and country stakeholder networks. Progress towards the establishment of a network of Regional Focal Points for Animal Genetic Resources is reviewed and advice is offered in the form of a series of steps that can be followed by stakeholders wishing to establish and sustain focal points in their regions. The guidelines draw on lessons learned from many years of experience in the implementation of programmes and focal points for the management of animal genetic resources in many parts of the world, and include personal contributions from individuals who have been actively involved in this work."--Publisher description.
