Excerpt from France and the American Revolution, 1763-1778: A Thesis Presented to the Faculty of Cornell University for the Degree of Doctor of Philosophy, June, 1895 At the very time when England was adjusting her nu stable peace with France, the British Ministry were pre paring measures that could not fail to embroil them with the American Colonies and give France an opportunity for mischief. Seven months after the ratification of the treaty of 1763, the proper commissioners were instructed to pre pare a bill imposing a stamp duty on the Colonists. This bill was laid aside for a year, but in the meantime laws were passed to extend the Navigation Acts and modify American imposts.2 The news of these measures roused in tense excitement in the Provinces.
