Evaluation is the foundation of evidence-based policy. Yet there is a dearth of reliable impact evaluation in the area of SME and entrepreneurship policy. This publication issues OECD guidance on how governments can promote reliable SME and entrepreneurship policy evaluation. It emphasises practices including using control groups, setting clear policy objectives and targets and accounting for business survival and non-survival. It shows that reliable evaluation of SME and entrepreneurship policy is increasingly accessible given improvements in data and techniques in recent years and illustrates this with examples of 50 reliable evaluations across many SME and entrepreneurship policy areas and 28 OECD countries. Overall, the publication issues a call for more systematic and reliable evaluation of SME and entrepreneurship policies following the guidance offered. The publication also examines the findings of reliable evaluations internationally, including meta evaluations. The evidence is mixed but generally more robust and consistent for policies to improve access to finance than in the provision of training and advisory services. Some policies have positive impacts on key measures whereas others do not. The reasons are explored, including variations in the targeting of policies and in policy delivery approaches.

This report assesses and monitors progress in the design and implementation of SME policies in the Latin America and the Caribbean (LAC) region. It was developed as part of the OECD LAC Regional Programme, in co-operation with CAF-Development Bank of Latin America and the Caribbean and the Latin American and Caribbean Economic System (SELA). The 2024 report tracks progress made since 2019 across eight policy dimensions and presents the latest key findings on SME development and related policies. It identifies emerging challenges impacting SMEs in the region and provides recommendations for governments to build a successful SME sector. The 2024 edition, the second in the series, benefits from an updated methodology that analyses SME digital transformation support policies, introduces a green economy pilot dimension, and incorporates a cross-cutting gender approach. This edition extends the coverage by introducing two new countries (Brazil and Paraguay) to the already seven participating countries (Argentina, Chile, Colombia, Ecuador, Mexico, Peru and Uruguay), guaranteeing the inclusion of all members of the Pacific Alliance and Mercosur.

Recent decades have seen substantial growth in the range of assistance programmes for SMEs and entrepreneurs across the world. Once regarded as peripheral to the economy and public policy, the role of small firms and of entrepreneurship is now recognized as of key importance in the economic growth and development strategies of many nations. The range of interventions and support focused on promoting SMEs and entrepreneurship is substantial and expanding, so Government, SMEs and Entrepreneurship Development asks ’what are some of the main policy instruments being used, and how effective are they?’ It considers policies in different countries, examines key interventions and tools used to promote entrepreneurship and SME development and concludes with contributions on how to best evaluate their effectiveness. The contributor chapters by academics and practitioners from businesses, enterprise development agencies and governments, are empirical or evidence-based and use both quantitative and qualitative approaches.
