Este estudio/ informe se plantea con el objetivo de promover una reflexión sobre nuestro sistema educativo. En él se ofrecen y analizan datos tomados de instituciones nacionales e internacionales sobre los niveles de educación alcanzados, las calificaciones profesionales obtenidas y las ocupaciones desarrolladas por la población española. De la comparación internacional se deduce la urgente necesidad de incrementar el número de personas con calificaciones profesionales no universitarias, así como de reducir fuertemente la cifra de personas cuyo nivel de educación no pasa de la actual ESO y de quienes abandonan prematuramente el sistema educativo-formativo. El autor relaciona la actual situación de la población con el diseño de nuestro sistema educativo que, en un camino único, a través del Bachillerato, finaliza en las titulaciones universitarias, siendo complementado con líneas de salida hacia el mundo del trabajo para quienes fracasan o no pueden seguir en dicho camino por razones económicas o sociales, concluyendo que dicho diseño es tal que, si no existiera fracaso escolar, ni abandono educativo temprano, todos los españoles acabaríamos siendo universitarios, con única calificación profesional de alto nivel.
