Foreign aid is now a $100bn business and is expanding more rapidly today than it has for a generation. But does it work? Indeed, is it needed at all? Other attempts to answer these important questions have been dominated by a focus on the impact of official aid provided by governments. But today possibly as much as 30 percent of aid is provided by Non-Governmental Organizations (NGOs), and over 10 percent is provided as emergency assistance. Does Foreign Aid Really Work? sets out the evidence and exposes the instances where aid has failed and explains why. The book also examines the way that politics distorts aid, and disentangles the moral and ethical assumptions that lie behind the belief that aid does good. The book concludes by detailing the practical ways that aid needs to change if it is to be the effective force for good that its providers claim it is.

Aid is always a means of influence: political, commercial, military and security-related. Some influence is benign, but much of it is coercive, even 'imperialistic'. Given the nature of aid, its effectiveness should be judged not only in developmental terms, but in terms of international relations. Even donors agree that, on both counts, the returns are meagre. This book, drawing on the author's 30 years of field experience, proposes two kinds of solution: donors should climb down from paternalistic central planning practices and support public goods that are neutral and beneficial cancellation of debt, fair trade, responsible economic governance, vaccine production, peace-making and peace-keeping. For their part, developing countries should follow the example of the most successful among them: recognize the true costs of 'free' aid, exercise their prerogative to choose their development partners and start paying their own way.

It would be fair to say that foreign aid today is one of the most important factors in international relations and in the national economy of many countries – as well as one of the most researched fields in economics. Why do aid agencies from wealthy donor countries with diverse domestic political and economic contexts arrive at very similar positions on a wide array of aid policies and priorities? This book suggests that this homogenization of policy represents the effects of common processes of globalization manifest in the aid sector. Drawing on both quantitative and qualitative analysis of policy adoption, the book argues that we need to examine macro-level globalizing influences at the same time as understanding the micro-level social processes at work within aid agencies, in order to adequately explain the so-called ‘emerging global consensus’ that constitutes the globalization of aid. The book explores how global influences on aid agencies in Canada, Sweden, and the United States are mediated through micro-level processes. Using a mixed-methods approach, the book combines cross-national statistical analysis at the global level with two comparative case studies which look at the adoption of common policy priorities in the fields of gender and security. Originally published in 1990, this volume is a comprehensive study of United States foreign aid allocation from 1961-1983 and the significance it has for US Foreign Policy as a whole.
