In recent years, China has taken a number of effective measures to strengthen the supervision of food quality and safety, but food safety incidents still occur sometimes. The recurrence and intractability of such incidents suggest that, in addition to the imperfect supervision system, the greatest obstacle to China's food quality safety management is that China's “farm to fork” food supply chain has too many stages, the members on the supply chain have not form a stable strategic and cooperative relation, and on the other hand, during the transitional period, some practitioners lack social responsibility. Therefore, China's food quality safety management and the establishment of food quality and safety traceability system should follow the development trend of international food quality and safety supervision, and should combine with the establishment of China's agricultural industrialization and standardization, integrate China's existing but isolated effective measures, such as the establishment of bases for the implementation of the system of claiming certificates or invoices, for the performance of Management Regulations for Pig Slaughtering and Quarantine Inspection in Designated Places, and for the conduct of World Expo, as well as the establishment of market access system, take into consideration the demand, the dynamic mechanism, and the performance of important measures of food supply chain members for food quality and safety control, as well as the difficulties and the deep-seated reasons in the implementation process of such measures.To this end, this book chooses important agricultural products of vegetables, pork and aquatic products as the subjects investigated. Food safety awareness is at an all time high, new and emerging threats to the food supply are being recognized, and consumers are eating more and more meals prepared outside of the home. Accordingly, retail and foodservice establishments, as well as food producers at all levels of the food production chain, have a growing responsibility to ensure that proper food safety and sanitation practices are followed, thereby, safeguarding the health of their guests and customers. Achieving food safety success in this changing environment requires going beyond traditional training, testing, and inspectional approaches to managing risks. It requires a better understanding of organizational culture and the human dimensions of food safety. To improve the food safety performance of a retail or foodservice establishment, an organization with thousands of employees, or a local community, you must change the way people do things. You must change their behavior. In fact, simply put, food safety equals behavior. When viewed from these lenses, one of the most common contributing causes of food borne disease is unsafe behavior (such as improper hand washing, cross-contamination, or undercooking food). Thus, to improve food safety, we need to better integrate food science with behavioral science and use a systems-based approach to managing food safety risk. The importance of organizational culture, human behavior, and systems thinking is well documented in the occupational safety and health fields. However, significant contributions to the scientific literature on these topics are noticeably absent in the field of food safety.

This book examines the decade from 2004 to 2013 during which people in China witnessed both a skyrocketing number of food safety crises, and aggregating regulatory initiatives attempting to control these crises. Multiple cycles of “crisis – regulatory efforts” indicated the systemic failure of this food safety regime. The book explains this failure in the “social foundations” for the regulatory governance of food safety. It locates the proximate causes in the regulatory segmentation, which is supported by the differential impacts of the food regulatory regime on various consumer groups. The approach of regulatory segmentation does not only explain the failure of the food safety regime by digging out its social foundation, but is also crucial to the understanding of the regulatory state in China.

Pressures emanating from China's scale, regulatory politics, and need to feed itself has led to its decade's long food safety crisis.
