This collection provides an overview of some of the most relevant concepts in the study of the language of inclusion and exclusion, specifically with a view to the functioning of nation-state categories. Categorizations, words, and phrases are constantly renewed with the intention to exclude (mostly) or to include (rarely), promulgating problematizations that highlight discursive distinctions between in-groups and out-groups. Such discursive constructions and the practices through which they are effectuated are sites of symbolic power, and their study reveals the workings of power. Historical analysis of the language of inclusion and exclusion can help elucidate contemporary transformations of discursive power. The chapters in this volume discuss forms of discursive problematization such as defining, claiming, legitimizing, expanding, sensationalization and suggestion, and it connects these to the discursive drawing of boundaries, focusing on discursive constructions of ‘illegality’, race, class, gender, immigrant integration and transnationalism. As state categorizations continuously differ, both the historical analysis of their genesis, functioning and transformation, and the contemporary analysis of their practical effectuation are crucial to an understanding of inclusion and exclusion. Global processes have an increasing influence on local contexts and the nature and distribution of opportunities among populations across the globe. While capital and population mobility, advances in information and communications technology, and economic liberalization have fostered economic development, industrialization, and wealth for some, they have also engendered growing inequalities in income, prosperity, well-being, and access. Those left behind by these global transformations often experience not only material deprivation, but broader dislocation from the contexts, institutions, and capabilities that provide access to social and economic opportunity. The concept of "social exclusion" has been widely adopted to describe the conditions of economic, social, political, and/or cultural marginalization experienced by particular groups of people due to extreme poverty, discrimination, dislocation, and disenfranchisement. This book explores the dynamics of social exclusion within the context of globalization across four countries--China, India, South Korea, and the United States. In particular, it examines how social exclusion is defined, manifested, and responded to with regard to diverse social arenas and processes, varying mechanisms and scales, and a range of impacted populations. Based on collaborative research activities and in-depth deliberation among leading scholars from major academic institutions in each of the four aforementioned countries, the volume provides a rich account of the interplay between globalization and social exclusion, while highlighting the ways in which responses may be more or less effective in different contexts. Its insights will be of particular interest to academics, researchers, and students across diverse social science disciplines.

Demand for Technical and Vocational Education and Training (TVET) in Malaysia has been growing extensively, involving various involvement from industry and academia. Portraits of Labor Market Exclusion presents "profiles" or "portraits" of individuals who have limited labor-market attachment. It is widely accepted that those with limited attachment to the labor market are a highly heterogeneous group (including, for instance, recent job losers, long-term unemployed, school leavers with no labor-market experience, those close to retirement age, or people with caring responsibilities), and that understanding their circumstances and potential barriers is an essential prerequisite for designing and implementing a tailored and effective mix of policy support and incentives. The report takes a comprehensive view, focusing on both the labor market attachment of a country's out-of-work population and the social assistance package and poverty profile of the same segment of the population. In essence, the report looks at individuals through the lenses of both poverty/welfare status and labor market indicators, and, in doing so, the portraits helps move the dialogue from a purely labor market-centric view to a broader dialogue that includes social policy as a whole. This is an important shift; for instance, social protection programs, such as family benefits and maternity benefits, and broader social policy issues such as retirement ages, often have a great impact on who remains inactive. Specifically, the report presents portraits of the out-of-work population of six countries (Bulgaria, Estonia, Greece, Hungary, Lithuania and Romania) in terms of distance from the labor market, human capital, and labor supply conditions, as well as demographic conditions. The analysis relies on the European Union Statistics of Income and Living Conditions (EU-SILC) surveys for the years 2007 to 2011. Latent class analysis methodology allows multidimensional profiling of the out-of-work population, and identifies classes or groups of out-of-work individuals that are as homogeneous as possible within each class according to a set of observable characteristics, and as distant as possible between classes. Consequently, this analysis provide a much richer glimpse of the very different barriers to labor market integration that these various groups experience, considerably augmenting the limited amount of information contained in traditional descriptive statistics.
