"Rebuilding depleted stocks is a central part of the fisheries governance agenda. By analysing the available literature, Part 1 of "Rebuilding of marine fisheries" provides a global review of the emergence of the rebuilding paradigm, its key concepts, the trends in fishery resources, and the empirical evidence available on stocks depletion, collapse and rebuilding. It addresses the bio-ecological, economic, and human dimensions of rebuilding or restoration of stocks, multispecies assemblages and habitats/ecosystems and touches on the need for rebuilding at the whole sector level when depletion has become widespread and chronic. The human imensions of stocks and fisheries are given particular attention, looking at conflicting objectives, the bio-economy of rebuilding, its costs and benefits, and the distributional effects of the related reform among actors with their potential social consequences in the short and long terms. This open access book summarizes peer-reviewed articles and the abstracts of oral and poster presentations given during the YOUMARES 9 conference which took place in Oldenburg, Germany, in September 2018. The aims of this book are to summarize state-of-the-art knowledge in marine sciences and to inspire scientists of all career stages in the development of further research. These conferences are organized by and for young marine researchers. Qualified early-career researchers, who moderated topical sessions during the conference, contributed literature reviews on specific topics within their research field. .

America's commercial fisheries are in jeopardy. With a significant percentage of the nation's fisheries depleted and fish populations declining in many regions, the health of the broader marine environment is also threatened. What should be done to reverse the decline and restore fish populations is a matter of much debate. However, most experts agree that our fisheries are not being managed in ways that will ensure the steady employment of fishermen and that will provide a dependable future supply of seafood to consumers.There are those who believe that privatizing our fisheries is the best means to address the present crisis. The potential that privatization has to resolve a number of the problems currently plaguing our fisheries is undeniably attractive. However, as pointed out by prominent economists Seth Macinko and Daniel W. Bromley in Who Owns America's Fisheries?, unless certain key provisions are incorporated into IFQ programs, the health and stability of our fisheries are not only unlikely to improve, the deterioration of them may actually be accelerated.

Responsible fisheries management is of increasing interest to the scientific community, resource managers, policy makers, stakeholders and the general public. Focusing solely on managing one species of fish stock at a time has become less of a viable option in addressing the problem. Incorporating more holistic considerations into fisheries management by addressing the trade-offs among the range of issues involved, such as ecological principles, legal mandates and the interests of stakeholders, will hopefully challenge and shift the perception that doing ecosystem-based fisheries management is unfeasible. Demonstrating that EBFM is in fact feasible will have widespread impact, both in US and international waters. Using case studies, underlying philosophies and analytical approaches, this book brings together a range of interdisciplinary topics surrounding EBFM and considers these simultaneously, with an aim to provide tools for successful implementation and to further the debate on EBFM, ultimately hoping to foster enhanced living marine resource management.

The SSF Guidelines recognize the right of fishers and fishworkers, acting both individually and collectively, to improve their livelihoods through value chains, post-harvest operations and trade. To achieve this, the Guidelines recommend building capacity of individuals, strengthening organizations and empowering women; reducing post-harvest losses and adding value to small-scale fisheries production; and facilitating sustainable trade and equitable market access. This document includes nine studies showcasing applied practices and successful initiatives in support of enhancing small-scale fisheries value chains, post-harvest operations and trade, based on the recommendations contained in the SSF Guidelines. Cases presented have been chosen on the basis that they can be emulated elsewhere by small-scale fishery proponents including, but not limited to, national administrations, non-governmental organizations, civil society organizations, private enterprises, development agencies and intergovernmental bodies. An analysis of enabling conditions as well as related challenges and opportunities are discussed in each case. The document supports the 2030 Agenda for Sustainable Development – specifically SDG 14.b: “provide access for small-scale artisanal fishers to marine resources and markets”; and SDG 2.3: “by 2030 double the agricultural productivity and the incomes of small-scale food producers, particularly women, indigenous peoples, family farmers, pastoralists and fishers, including through secure and equal access to land, other productive resources and inputs, knowledge, financial services, markets and opportunities for value addition and non-farm employment”.
