Army public affairs doctrine is consistent and compatible with joint public affairs doctrine and policy, and Department of Defense (DOD) and Department of the Army (DA) public affairs policies. It describes the fundamental principles and concepts that provide information to internal and external national and international key actors and publics-Soldiers, family members, retirees, political leaders, allies, and adversaries. This publication, Field Manual FM 3-61 Public Affairs Operations April 2014, includes public affairs principles, functions, core public affairs tasks, tenets and characteristics for commanders, planners, and other users of Army public affairs. Public affairs professionals use this manual to plan and conduct public affairs training. This publication is based on current force structure and materiel capabilities. It is authoritative but not prescriptive. Public affairs professionals must use their professional knowledge, skills, and judgment when recommending command adaptations to the principles in this publication to meet specific situations. FM 3-61 contains four chapters: Chapter 1 addresses the defined role of Army public affairs activities and how public affairs supports unified land operations and the relationship of public affairs to the mission command warfighting function. It outlines the relationship of public affairs in information synchronization and how public affairs supports operations. It addresses public affairs support to defense support of civil authorities and the role of public affairs in joint operations. Chapter 2 addresses the public affairs architecture and the mission of Army public affairs as a command responsibility and the mandate from the United States (U.S.) Code requiring the Secretary of the Army to designate a career field to communicate to the American public what the Army does. It discusses the commander's responsibility to designate only military personnel or Army civilian employees as official spokespersons and to train all personnel to tell the Army story to help promote public understanding of Army operations and activities. It outlines the three broad, interrelated public affairs functions: public (external) information, command (internal) information, and community engagement. It addresses the Army public affairs core tasks, tenets, and public affairs functions, core tasks, tenets, and public affairs characteristics. Chapter 3 addresses the Army public affairs force and how it is organized to support commanders at all levels of command and in all phases of operations. The chapter outlines the career programs for commissioned officers, noncommissioned officers, enlisted Soldiers, and Army civilians. It addresses the functions and capabilities of all Army public affairs units, organizations and command sections at installations, in garrison and when deployed. Chapter 4 addresses public affairs relationships with the international, U.S., and local publics with which public affairs must interact to support the commander's communication objectives. It addresses the relationship of the commander to public affairs and the public affairs relationship with the command staff and other functional areas. It addresses Army public affairs and its interaction with other government agencies, such as the Department of State, U.S. Information Agency, U.S. ambassadors, and nongovernmental organizations.

This manual, Field Manual FM 3-81 Maneuver Enhancement Brigade April 2014, provides the maneuver enhancement brigade (MEB) doctrine. The manual is linked to joint and Army doctrine to ensure that it is useful to joint and Army commanders and staffs. To comprehend the doctrine contained in this manual, readers must first understand the nature of unified land operations as described in ADP 3-0 and ADRP 3-0. In addition, readers must fully understand the fundamentals of the operations process that is contained in ADP 5-0 and ADRP 5-0, the principles of mission command that are described in ADP 6-0 and ADRP 6-0, the stability tasks that are discussed in ADP 3-07 and ADRP 3-07, the execution of defense support of civil authorities (DSCA) that is discussed in ADP 3-28 and ADRP 3-28, the tactics that are contained ADRP 3-90, and the protection tasks that are discussed in ADP 3-37 and ADRP 3-37. The principal audience for FM 3-81 is commanders and staff elements at all echelons and MEB units that are primarily tasked with conducting support area operations and maneuver support operations. Trainers and educators throughout the Army will also use this manual. The other intended audience for this manual is leaders and staff sections within units that will employ a MEB or may operate under the mission command of the MEB. This manual should also be used to guide joint, interagency, and multinational higher headquarters commanders and staff on MEB employment. This FM provides doctrine for the tactical MEB employment and operations. It provides the MEB with a unity of effort and a common philosophy, language, and purpose. As one of the multifunctional support brigades of the Army, the MEB is designed to support division operations (also echelons above division [EAD] operations within Army, joint, and multinational structures) and to respond to state or federal authorities as a part of DSCA. The MEB is a mission command headquarters with a robust multifunctional brigade staff that is optimized to conduct support area operations and maneuver support operations. This manual discusses how MEBs enable commanders to achieve their objectives in support of unified land operations through the unique capabilities of the MEB to conduct support area operations and maneuver support operations within the joint security area and Army division and corps support areas. A MEB is a combined arms organization that is task-organized based on mission requirements. The MEB is not a maneuver brigade, although it can be assigned an area of operations (AO) and control terrain. MEBs provide capabilities to enhance the freedom of mobility for operational and tactical commanders. The manual also addresses the broad capability of the MEB to support the similar tasks of stability and DSCA. FM 3-81 describes how MEB commanders, staffs, and subordinate leaders plan, prepare, execute, and assess MEB operations in support of Army forces that are conducting unified land operations within the framework of joint operations. It removes the MEB primary task of conducting consequence management and moves discussion under MEB capabilities to support stability and DSCA tasks. It increases the emphasis on the MEB to conduct support area operations while supporting decisive action-offensive, defensive, stability, or DSCA tasks. The MEB doctrine that is provided in this manual, together with related chemical, biological, radiological, and nuclear (CBRN); engineer; and military police doctrine will support the actions and decisions of commanders at all levels. This manual is not meant to be a substitute for thought and initiative among MEB leaders and Soldiers. No matter how robust the doctrine or how advanced the MEB capabilities and systems, it is the MEB units and Soldiers who must understand the operational environment, recognize shortfalls, and use their professional judgment to adapt to the situation on the ground.

This field manual establishes doctrine for military operations in a counterinsurgency (COIN) environment. It is based on lessons learned from previous counterinsurgencies and contemporary operations. It is also based on existing interim doctrine and doctrine recently developed. Counterinsurgency operations generally have been neglected in broader American military doctrine and national security policies since the end of the Vietnam War over 40 years ago. This manual is designed to reverse that trend. It is also designed to merge traditional approaches to COIN with the realities of a new international arena shaped by technological advances, globalization, and the spread of extremist ideologies--some of them claiming the authority of a religious faith. This is a comprehensive manual that details every aspect of a successful COIN operation from intelligence to leadership to diplomacy. It also includes several useful appendices that provide important supplementary material.

This field manual aims to provide techniques to assist planners in planning, coordinating, executing, synchronizing, and assessing military deception (MILDEC). While the means and techniques may evolve over generations, the principles and fundamentals of deception planning remain constant. FM 3-13.4 applies to all members of the Army profession: leaders, Soldiers, Army Civilians, and contractors. The principal audience for this publication is Army commanders, staffs, and all leaders. Commanders and staffs of Army headquarters serving as joint task force or multinational headquarters should refer to applicable joint or multinational doctrine concerning joint or multinational planning. Trainers and educators throughout the Army also use this publication as a guide for teaching MILDEC. Commanders, staffs, and subordinates ensure their decisions and actions comply with applicable U.S., international, and, in some cases, host-nation laws and regulations.

Field Manual (FM) 6-02, Signal Support to Operations, is the premier Signal doctrine publication, and only field manual. FM 6-02 compiles Signal Corps doctrine into three chapters with supporting appendices that address network operations in support of mission command and unified land operations and the specific tactics and procedures associated with organic and nonorganic Signal forces. The fundamental idea of Signal Corps tactics is the employment and ordered arrangement of Signal forces in a supporting role to provide LandWarNet across the range of military operations. The detailed techniques regarding the ways and methods to accomplish the missions, functions or tasks of the Signal Corps indicated in this FM will be addressed in supporting Army techniques publications (ATPs). Army forces operate worldwide and require a secure and reliable communications capability that rapidly adapts to changing demands.
