The Buddha, Ashoka, Gandhi-the three greatest Indians who ever lived-were emblematic of non-violence. Yet, paradoxically, their country of origin is one of the most violent places on earth. Do 'we, the people of India' have violence in our bones? This work explores different aspects of our society to answer the question. Despite a blood-soaked Partition coupled with many other challenges that all emerging democracies have had to negotiate, India's record in upholding the democratic values enshrined in its Constitution has been impressive. Yet, violence remains an inextricable part of everyday life. Parts of the country are rocked by 'low-intensity' operations against various insurgencies. Our society is also scarred by caste violence, communal riots, and viciousness against women, children, the transgender community, and minorities. The country's large size, a highly differentiated population, uneven economic development, linguistic differences, regional imbalances, class and caste hierarchies, the politicizing of religious identities, appropriation of tribal lands, agrarian distress, joblessness, poverty, and deep inequality all breed frustration. Violence underlies almost every social and political interaction within Indian society, from the violence of everyday life to the brutal actions of the state or those ranged against the state. The Violence in Our Bones maps the assorted kinds of violence in India, and explores why, even as a successful democracy, violence continues to be endemic in the nation.

From an economist who warned of the global financial crisis, a new warning about the continuing peril to the world economy Raghuram Rajan was one of the few economists who warned of the global financial crisis before it hit. Now, as the world struggles to recover, it's tempting to blame what happened on just a few greedy bankers who took irrational risks and left the rest of us to foot the bill. He exposes a system where America's growing inequality and thin social safety net create tremendous political pressure to encourage easy credit and keep job creation robust, no matter what the consequences to the economy's long-term health; and where the U.S. financial sector, with its skewed incentives, is the critical but unstable link between an overstimulated America and an underconsuming world. In Fault Lines, Rajan demonstrates how unequal access to education and health care in the United States puts us all in deeper financial peril, even as the economic choices of countries like Germany, Japan, and China place an undue burden on America to get its policies right. He outlines the hard choices we need to make to ensure a more stable world economy and restore lasting prosperity.

IN THE LAST 70 YEARS SINCE THE ADOPTION OF THE CONSTITUTION, India has transitioned into a multi-party democracy with a greatly polarised polity. It is time to take a closer look at how successful India has been in working its unique model of a Federal Union of States. Born amid the Partition, the emphasis in the Constitution on a strong Centre was understandable. But, that is no longer enough. Some fault lines are now evident. Nonseparation of religion from politics, irritants in Centre-state relations, the institution of state Governor, division of legislative powers between the Union and the states, the official language dilemma, and the rising tide of sub-nationalism are clamouring for attention. India has single citizenship, but increasing state domiciliary restrictions are legalizing discrimination and undermining fundamental rights, more particularly, equality of opportunity in public employment.

The Sexual Violence and Impunity in South Asia research project (coordinated by Zubaan and supported by the International Development Research Centre) brings together, for the first time in the region, a vast body of knowledge on this important – yet silenced – subject. Six country volumes (one each on Bangladesh, Nepal, Pakistan, Sri Lanka, and two on India) comprising over fifty research papers and two book-length studies detail the histories of sexual violence and look at the systemic, institutional, societal, individual and community structures that work together to perpetuate impunity for perpetrators. This volume, the second on India, addresses the question of state impunity, suggesting that on the issue of the violation of human and civil rights, and particularly in relation to the question of sexual violence, the state has been an active and collusive partner in creating states of exception, where its own laws can be suspended and the rights of its citizens violated. Drawing on patterns of sexual violence in Kashmir, the Northeast of India, Chhattisgarh, Haryana and Rajasthan, the essays together focus on the long histories of militarization and regions of conflict, as well as the ‘normalized’ histories of caste violence which are rendered invisible because it is convenient to pretend they do not exist. Even as the writers note how heavily the odds are stacked against the victims and survivors of sexual violence, they turn their attention to recent histories of popular protest that have enabled speech. They stress that while this is both crucial and important, it is also necessary to note the absence of sufficient attention to the range of locations where sexual violence is endemic and often ignored. Resistance, speech, the breaking of silence, the surfacing of memory: these, as the writers powerfully argue, are the new weapons in the fight to destroy impunity and hold accountable the perpetrators of sexual violence. Societies in all countries are split by major divisions - or 'faultlines' - caused by differences in race, religion, ethnicity, wealth, class or power. Like geological faultlines, some are plainly evident, whereas others are more concealed and can erupt with little warning. Violence along faultlines within states, from Sudan to Iraq to the Congo, is the spark of much contemporary conflict. It has cost millions of lives in the past twenty years alone.
