Homeland security is rarely just a matter of the homeland; it involves the circulation and multiplication of policing practices across borders. Though the term "homeland security" is closely associated with the United States, Israel is credited with first developing this all-encompassing approach to domestic surveillance and territorial control. Today, it is a central node in the sprawling global homeland security industry worth hundreds of billions of dollars. And in the wake of the 2008 Mumbai terrorist attacks, India emerged as a major growth market. Known as "India's 9/11" or simply "26/11," the attacks sparked significant public pressure to adopt "modern" homeland security approaches. Since 2008, India has become not only the single largest buyer of Israeli conventional weapons, but also a range of other surveillance technology, police training, and security expertise. Pairing insights from science and technology studies with those from decolonial and postcolonial theory, Fabricating Homeland Security traces 26/11's political and policy fallout, concentrating on the efforts of Israel's homeland security industry to advise and equip Indian city and state governments. Through a focus on the often unseen and overlooked political struggles at work in the making of homeland security, Rhys Machold details how homeland security is a universalizing project, which seeks to remake the world in its image, and tells the story of how claims to global authority are fabricated and put to work.

In the aftermath of the 9/11 terrorist attacks, security became the paramount concern of virtually everyone involved in governing the United States. While the public’s most enduring memories of that time involved the actions of the Bush administration or Congress, the day-to-day reality of homeland security was worked out at the local level. Kerry B. Fosher, having begun an anthropological study of counterterrorism in Boston a few months prior to the attacks, thus found herself in a unique position to observe the formation of an immensely important area of government practice. Under Construction goes behind the headlines and beyond official policy to describe the human activities, emotions, relationships, and decisions that shaped the way most Americans experienced homeland security. Fosher’s two years of fieldwork focused on how responders and planners actually worked, illuminating the unofficial strategies that allowed them to resolve conflicts and get things done in the absence of a functioning bureaucracy. Given her unprecedented access, Fosher’s account is an exceptional opportunity to see how seemingly monolithic institutions are constructed, maintained, and potentially transformed by a community of people.

This text provides students with a practical introduction to the concepts, structure, politics, law, hazards, threats, and practices of homeland security everywhere, focusing on US “homeland security,” Canadian “public safety,” and European “domestic security.” It is a conceptual and practical textbook, not a theoretical work. It is focused on the knowledge and skills that will allow the reader to understand how homeland security is and should be practiced. Globalization, population growth, migration, technology, aging infrastructure, and the simple trend to higher expectations are making homeland security more challenging. Yes, homeland security really is a global problem. The hyperconnectivity of today’s world has reduced the capacity of the United States to act unilaterally or to solve homeland risks from within the borders alone. Newsome and Jarmon explain the relevant concepts, the structural authorities and responsibilities that policymakers struggle with and within which practitioners must work, the processes that practitioners and professionals choose between or are obliged to use, the actual activities, and the end-states and outputs of these activities. Moreover, this book presents the concept of homeland security as an evolving experience rather than an artifact of life since 2001. It is a profession that requires some forming from the ground up as well as the top down.
