The Department of the Navy states that "the commonality designed into the joint F-35 program will minimize acquisition and operating costs of Navy and Marine Corps tactical aircraft, and allow enhanced interoperability with our sister Service, the United States Air Force, and the eight partner nations participating in the development of this aircraft."17 Alternate Engine Program Summary The F-35 i [...] Given the size of the JSF program and the expectation that the JSF might be the last fighter aircraft program that DOD would initiate for many years, DOD's decision on the JSF program was expected to shape the future of both U. S. tactical aviation and the U. S. tactical aircraft industrial base. [...] As shown in Table 1, the first flights of an initial version of the F-35A and the F-35B occurred in the first quarter of FY2007 and the third quarter of FY2008, respectively. [...] This MOU committed the British government to contribute $200 million toward the cost of the 1997-2001 Concept Demonstration Phase.47 On January 17, 2001, the U. S. and UK governments signed an MOU finalizing the UK's participation in the SDD phase, with the UK committing to spending $2 billion, equating to about 8% of the estimated cost of SDD. [...] It is the sense of Congress that the Secretary of Defense should share technology with regard to the Joint Strike Fighter between the United States Government and the Government of the United Kingdom consistent with the national security interests of both nations.

The Defense Department's F-35 Lightning II Joint Strike Fighter (JSF) is one of three aircraft modernization programs in tactical aviation, the others being the Air Force F-22A fighter and the Navy F/A-18E/F fighter/attack plane. In November 1996, the Defense Department selected two major aerospace companies, Boeing and Lockheed Martin, to demonstrate competing designs for the JSF, a joint-service and multi-role fighter/attack plane. Lockheed Martin won this competition and was selected to develop and produce the JSF, a family of aircraft including conventional takeoff and landing (CTOL), carrier-capable (CV), and short take-off vertical landing (STOVL) versions for the U.S. Air Force, Navy, and Marine Corps, the United Kingdom, as well as other allied services. Originally designated the Joint Advanced Strike Technology (JAST) program, the JSF program has attracted considerable attention in Congress because of concerns about its cost, effects on the defense industrial base, and implications for U.S. national security in the 21st century.

The inside story of the most expensive and controversial military program in history, as told by those who lived it. The F-35 has changed allied combat warfare. But by the time it’s completed, it will cost more than the Manhattan Project and the B-2 Stealth Bomber. It has been subject to the most aggressive cyberattacks in history from China, Russia, North Korea, and others. Its stealth technology required nearly 9 million lines of code; NASA’s Curiosity Mars rover required 2.5 million. And it was this close to failure. F-35 is the only inside look at the most advanced aircraft in the world and the historic project that built it, as told by those who were intimately involved in its design, testing, and production. Based on the authors' personal experience and over 100+ interviews, F-35 pulls back the curtain on one of the most heavily criticized government programs in history from start to finish: the dramatic flights that won Lockheed Martin the contract over Boeing; the debates and decisions over capabilities; feats of software, hardware, and aeronautical engineering that made it possible; how the project survived the Nunn-McCurdy breach; the conflicts among all three branches of the U.S. military, between the eight other allied nation partners, and against spy elements from enemies. For readers of Skunk Works by Ben Rich and The Making of the Atomic Bomb by Richard Rhodes, F-35 will pique the interest of airplane enthusiasts, defense industry insiders, military history aficionados, political junkies, and general nonfiction readers.
