No analysis of migration in Europe today can avoid consideration of the role of the EU institutions, as well as the member states, in policy-making. This is because the obstacles for labour mobility which have confronted the EU in the post-enlargement period have been multi-dimensional in nature, have encompassed many different aspects of European integration process, and have operated at many different levels. Recent developments in the free movement of labour in Europe entail a comprehensive analysis of the dynamic of migration policy process, contextualising institutional change, cooperation, control and competition between the EU institutions and the member states. This book provides a picture of how governance of labour migration is constructed, managed, negotiated and decided at the European level. It brings together in an informed and well-organized way some of the key issues in the face of current migration crises and Brexit.

International migration is one of the most controversial political topics today which demands innovative approaches of global and regional governance. More workers are crossing national borders to look for jobs than ever before. Many migrants seek overseas employment with the help of agents or intermediaries. These "merchants of labour" include relatives who finance a migrant's trip, provide housing and arrange for a job abroad; public employment services; and private recruitment agencies. They also comprise an insalubrious underworld of smugglers and traffickers. The agents who recruit and deploy migrant workers are at the heart of the evolving migration infrastructure, i.e. the network of business and personal ties that is creating a global labour market. This book highlights best practices in the activities and regulation of these merchants of labour as well as innovative strategies to protect migrant workers, underlining the contribution of ILO standards. Every year, millions of people from around the world grapple with the European Union's emerging migration management apparatus. Through border controls, biometric information technology, and circular migration programs, this amorphous system combines a whirlwind of disparate policies. The Migration Apparatus examines the daily practices of migration policy officials as they attempt to harmonize legal channels for labor migrants while simultaneously cracking down on illegal migration. Working in the crosshairs of debates surrounding national security and labor, officials have limited individual influence, few ties to each other, and no serious contact with the people whose movements they regulate.
