The ML-1 (mobile, low power) plant is to be operated initially at a site within the National Reactor Testing Station. Although an experimental facility is provided at NRTS in support of plant operations, the ML-1 is designed to operate at unprepared sites. The nuclear and mechanical characteristics of the ML-1 are described in order to evaluate the hazards associated with operation, maintenance, and on-site transportation of the power plant. Hazardous conditions that could result from abnormal operation of the power plant or from failure of mechanical equipment are described and analyzed. The maximum credible accident is considered to result from a sudden, large rupture of the primary coolant loop, causing loss of coolant to the atmosphere, with a simultaneous failure of the reactor scram system and subsequent melting of the fuel elements. The resultant hazards, under various conditions including downwind situations, are evaluated. (auth).
