This is the Final Report of Canada's Truth and Reconciliation Commission and its six-year investigation of the residential school system for Aboriginal youth and the legacy of these schools. This report, the summary volume, includes the history of residential schools, the legacy of that school system, and the full text of the Commission's 94 recommendations for action to address that legacy. This report lays bare a part of Canada's history that until recently was little-known to most non-Aboriginal Canadians. The Commission discusses the logic of the colonization of Canada's territories, and why and how policy and practice developed to end the existence of distinct societies of Aboriginal peoples. Using brief excerpts from the powerful testimony heard from Survivors, this report documents the residential school system which forced children into institutions where they were forbidden to speak their language, required to discard their clothing in favour of institutional wear, given inadequate food, housed in inferior and fire-prone buildings, required to work when they should have been studying, and subjected to emotional, psychological and often physical abuse. In this setting, cruel punishments were all too common, as was sexual abuse. More than 30,000 Survivors have been compensated financially by the Government of Canada for their experiences in residential schools, but the legacy of this experience is ongoing today. This report explains the links to high rates of Aboriginal children being taken from their families, abuse of drugs and alcohol, and high rates of suicide. The report documents the drastic decline in the presence of Aboriginal languages, even as Survivors and others work to maintain their distinctive cultures, traditions, and governance. The report offers 94 calls to action on the part of governments, churches, public institutions and non-Aboriginal Canadians as a path to meaningful reconciliation of Canada today with Aboriginal citizens. Even though the historical experience of residential schools constituted an act of cultural genocide by Canadian government authorities, the United Nation's declaration of the rights of aboriginal peoples and the specific recommendations of the Commission offer a path to move from apology for these events to true reconciliation that can be embraced by all Canadians.

In recent years there has been growing interest in having fisheries stakeholders involved in various aspects of fisheries data collection and experimentation. This activity is generally known as cooperative research and may take many forms, including gear technology studies, bycatch avoidance studies, and surveys. While the process is not new, the current interest in cooperative research and the growing frequency of direct budgetary allocation for cooperative research prompted this report. Cooperative Research in the National Marine Fisheries Service addresses issues essential for the effective design and implementation of cooperative and collaborative research programs.

In response to requests from Congress, NASA asked the National Research Council to undertake a decadal survey of life and physical sciences in microgravity. Developed in consultation with members of the life and physical sciences communities, the guiding principle for the study is to set an agenda for research for the next decade that will allow the use of the space environment to solve complex problems in life and physical sciences so as to deliver both new knowledge and practical benefits for humankind as we become a spacefaring people. The project's statement of task calls for delivery of two books-an interim report and a final survey report. Although the development of specific recommendations is deferred until the final book, this interim report does attempt to identify programmatic needs and issues to guide near-term decisions that are critical to strengthening the organization and management of life and physical sciences research at NASA.

Since the early days of the nation, the federal government has collected information on the revenues, expenditures, and other features of state and local jurisdictions and their operations. Today, these data are collected primarily by the Governments Division of the U.S. Census Bureau, which has conducted a census of governments every 5 years since 1957. The division also manages a program of related annual and quarterly surveys, as well as a comprehensive directory of state and local governments. All of this work is now taking place in an environment of constrained resources, and there have been cutbacks in the availability and dissemination of the data. In this context, State and Local Government Statistics at a Crossroads documents the uses of the state and local data and assesses the quality of the data for those uses. This book provides in-depth consideration of the efficiency of the surveys; the user base; and the timeliness, relevance, and quality of the data series. It also provides valuable background information and analysis and offers suggestions for program improvements. This information will be valuable to policy makers, state and local government workers, government contractors, budget analysts, economists, demographers, and others who rely on these data on government at the state and local levels and have a stake in ensuring that limited resources do not compromise the quality of the data on which they rely.
