Marine recreational fishing is a popular activity enjoyed by more than 9 million Americans annually and is a driver of the American ocean-or blue-economy. To ensure that fish populations are not overexploited, the NOAA Fisheries' Marine Recreational Information Program (MRIP) monitors recreational catch through a variety of in-person, telephone, mail-in, and other surveys. NOAA Fisheries' management of recreational catch also must take into account annual catch limits (ACLs) established to prevent overfishing for all managed species in federal waters. While MRIP has worked to improve recreational catch surveys over the past decade, the surveys were never designed to meet the demands of in-season management of ACLs. In some cases, estimates of harvest have triggered accountability measures such as early season closures and reductions in future recreational ACLs, which have been a source of contention with the recreational fishing community. This report presents approaches for optimizing MRIP data and complementary data for in-season management and considers alternatives for managing recreational fisheries with ACLs to better serve both social and economic management objectives.

The importance of recreational fisheries is increasing in many transitional economies. These guidelines focus on recreational fisheries and describe strategies to promote environmentally sustainable and socially responsible management of such fisheries. To this end, the document details policy, managerial and behavioural recommendations for sustainable recreational fisheries.

'The Sunken Billions: The Economic Justification for Fisheries Reform' shows the difference between the potential and actual net economic benefits from marine fisheries is about $50 billion per year, or some $2 trillion over the last three decades. If fish stocks were rebuilt, the current marine catch could be achieved with approximately half the current global fishing effort. This illustrates the massive overcapacity of the global fleet. The excess competition for the limited fish resources results in declining productivity, economic inefficiency, and depressed fisher incomes. The focus on the deteriorating biological health of world fisheries has tended to obscure their equally critical economic health. Achieving sustainable fisheries presents challenges not only of biology and ecology, but also of managing political and economic processes and replacing pernicious incentives with those that foster improved governance and responsible stewardship. Improved governance of marine fisheries could regain a substantial part of this annual economic loss and contribute to economic growth. Fisheries governance reform is a long-term process requiring political will and consensus vision, built through broad stakeholder dialogue. Reforms will require investment in good governance, including strengthening marine tenure systems and reducing illegal fishing and harmful subsidies. Realizing the potential economic benefits of fisheries means reducing fishing effort and capacity. To offset the associated social adjustment costs, successful reforms should provide for social safety nets and alternative economic opportunities for affected communities.

Marine recreational fisheries are the dominant source of fishing mortality in many coastal fisheries. Due to the open-access nature of these fisheries, regulations are crafted in the hopes that the target harvest will be met and not exceeded. Traditional regulatory approaches include limiting daily harvest per individual, restricting the size of harvestable fish through minimum size limits, and restricting the days in a year for which harvest is allowed. These methods are not effective for all species and have unintended consequences. For example, minimum size limits exacerbate the degree of size and age truncation imparted by fishing mortality. Tautog (Tautoga onitis) in Long Island Sound is size and age truncated, and like many other marine fishes, egg production scales hyperallometrically with mass. This dissertation explores alternative regulatory approaches that can be leveraged to improve management and the impact of management and non-management factors on harvest. Chapter 1 is a case study of managing Tautog (Tautoga onitis) with harvest slot limits, an alternative management strategy that redirects harvest to smaller and younger individuals. Harvest slot limits can increase the abundance of older fish even in the face of angler noncompliance. Chapter 2 evaluates the consequences of minimum size limits and harvest slot limits on total egg production in Tautog and the ability of the population to respond to change. Harvest slot limits can increase total egg production while maintaining the same yield and results in a population less likely to fall below target reference points. Chapter 3 evaluates the regulatory, fishery, biological, socioeconomic, and meteorological factors that determine harvest for twenty-one marine fishes in the Atlantic and Gulf coasts. The effectiveness of the regulation type is species-specific and some socioeconomic and meteorological factors are important in determining harvest.
