Drawing on the experiences of the members and observer organisations of the Development Assistance Committee Network on Development Evaluation (EVALNET), this study provides a snapshot of the core elements and ways of working within development evaluation systems. It offers insight to development co-operation organisations as they seek to establish or strengthen credible evaluation systems of their own, to support learning and accountability.

Relevance, coherence, effectiveness, efficiency, impact, and sustainability are widely used evaluation criteria, particularly in international development co-operation. They help to determine the merit or worth of various interventions, such as strategies, policies, programmes or projects. This guidance aims to help evaluators and others to better understand those criteria, and improve their use.

This framework is a key element in the implementation of TDR’s new strategy. The Strategy covers the six year period from 2018 to 2023 and focuses on improving the health and well-being of those afflicted with infectious diseases of poverty, by fostering an effective global research effort and promoting the translation of innovation to health impact in disease endemic countries. The framework has the following stated objectives: Promote continuous performance improvement through organizational review, learning and informed decision-making; enhance accountability to stakeholders, including beneficiaries, partners and resource contributors; ensure strategic relevance and coherence of TDR's activities to meet the aspirations expressed in the vision, mission and strategy, and their alignment with the 2030 Sustainable Development Goals; and ensure TDR’s performance assessment is harmonized and consistent with international practices.

In the last three years, multiple global crises and the growing urgency of containing climate change have put current models of development co-operation to, perhaps, their most radical test in decades. The goal of a better world for all seems harder to reach, with new budgetary pressures, demands to provide regional and global public goods, elevated humanitarian needs, and increasingly complex political settings.

The OECD’s Development Assistance Committee (DAC) conducts peer reviews of individual members once every five to six years. This peer review provides a set of recommendations for Iceland to remain focused in its 2024-28 development co-operation policy and forthcoming environment and climate strategy, build on recent official development assistance (ODA) volume increases to develop a concrete roadmap towards 0.7% GNI as ODA, and adopt a strategic workforce plan to address human resource constraints.
